District #2; Frank Philips, Fire Commissioner; Tim LeClair, Skokomish Tribe - absent
1. Commissioner Ross Gallagher called the meeting to order at 3:34 p.m.
2. Election of 2009 Board of Health Chair —
Cmmr. Ring Erickson/Sheldon moved and seconded to elect Commissioner Gallagher as Board of
Health Chair for 2009. Motion carried unanimously. RE -aye; G-aye; S-aye.
3. Cmmr. Ring Erickson/Sheldon moved and seconded to adopt the agenda as published. Motion
carried unanimously. RE -aye; G-aye; S-aye.
4. Correspondence - None
5. Cmmr. Sheldon/Ring Erickson moved and seconded to adopt the regular meeting minutes of
November 25, 2008 as presented. Motion carried unanimously. RE -aye; G-aye; S-aye.
6. Administrative Issues
6.1 Health Officer's Report — Dr. Yu presented the current health issues relevant to Mason County.
The news regarding a peanut butter recall has prompted Dr. Yu to present a fact sheet about the
food safety pipeline. She recommends that consumers take food handling classes to learn how to
prepare food safely. There have only been about 14 confirmed cases of contaminated peanut
butter in Washington.
Vicki Kirkpatrick noted that Mason County Health put together a fact sheet regarding the peanut
butter recall for local restaurants and hospitals.
6.2 HB 1307 — An Act Relating to Public Health Financing — Vicki Kirkpatrick gave an overview of
the bill. The bill would add up to a 5% tax on bottled water that would be used to fund public
health. The bill has some flaws as it is written. There are some environmental concerns regarding
public health promoting the use of plastic bottles and the unregulated industry of bottled water. It
is good that the legislature is focusing on public health funding.
6.3 Ms. Kirkpatrick asked to amend the agenda to add the approval of the 2009 Board of Health
meeting dates.
Cmmr. Sheldon/Ring Erickson moved and seconded to amend the agenda and approve the
2009 Board of Health meeting schedule. Motion carried unanimously. RE -aye; G-aye; S-
aye.
Cmmr. Ring Erickson noted she would also like to contact Kitsap and Jefferson Counties to
schedule joint meetings.
6.4 Director's Report — Vicki Kirkpatrick reported on the current issues in the Health Depaitment.
The depai fluent has been continuing their all -staff meetings and they are in the process of pulling
their strategic planning work together.

Ms. Kirkpatrick has joined the CHOICE Regional Health Network Board of Directors and Debbie
Riley was selected to chair the National Environmental Health Data Tracking Committee. Ms.
Riley is being flown to Washington D.C. for the rollout of the national environmental health
tracking work.
Cmmr. Ring Erickson noted she would like to see a press release Debbie Riley's appointment as
chair of the National Environmental Health Data Tracking Committee.
Ms. Kirkpatrick also reported that the Community Health Task force grant work has been
completed. The task force will now be transitioned from a large group to a smaller group.
7. Community & Family Health — no issues presented.
Cmmr. Ring Erickson stated she would like to see how much Mason County's mental health services cost
and an overview of the programs offered as a future agenda item.
There was a discussion on mental health services and funding.
Cmmr. Sheldon excused himself from the meeting at 4:20 p.m.
8. Environmental Health Issues
8.1 Environmental Health 2008 Year in Review — Debbie Riley presented the 2008 statistics and
highlights for each of the departments within Environmental Health.
8.2 On Site Regulations — Debbie Riley stated that next month Environmental Health will be bringing
forward the On Site Septic Regulations for approval. Several groups have been contacted to
review the regulations.
8.3 Waivers - Debbie Riley presented the Board with the current Environmental Health Waivers.
9. Public Comment —
9.1 Frank Phillips stated that the Region 9 Fire District Commissioners are meeting at Lake Cushman
on April 11, 2009. He suggested that someone from Board of Health attend the meeting and make
a presentation. He thinks health information should be shared with the Fire Departments so there
are additional avenues for getting information out. He believes that in the future fire stations
could be used as a location for pharmaceutical drop boxes for a drug take back program as
discussed in previous meetings.
Cmmr. Ring Erickson agreed that fire stations are accessible everywhere in the country and they
considered a safe secure place.
There was discussion on funding for a drug take program.
9.2 Constance Ibsen commented on ditch management in the county and asked several questions
regarding the On Site Septic Regulations.
Cmmr. Gallagher recommended that Ms. Ibsen meet with Ms. Riley to further discuss her
questions and comments.
9.3 Teri King asked if there were plans for a drug take back program

Frank Phillips clarified that he was just suggesting the fire stations might be a good place after
laws are put in place through legislation.
10. Adjourn - The meeting adjourned at 5:03 p.m.
