Z�, - IN THE MATTER OF: Enacting an interim measure which will temporarily establish a Conservancy Shoreline Environment designation on properties along the shoreline in the Totten and Little Skookum Inlets. This interim measure shall be in effect for one year from the adoption date of this resolution, or until the Shoreline Master Program is revised by the actions of the Mason County Board of Commissioners and Washington Department of Ecology, or until the Board of County Commissioners rules that no changes in the Shoreline Master Program are necessary; and WHEREAS, the Totten-Little Skookum Watershed Management Committee recommended in the Totten-Little Skookum Watershed Action Plan, adopted in 1991, that all shorelines on Totten and Little Skookum Inlets be redesignated to Conservancy Shoreline Environment, except where already developed; and WHEREAS, past sanitary surveys in this watershed confirmed that on-site sewage systems were failing due to age and deterioration, improper system design, or undersized drainfields . On-going sanitary surveys will provide new information during the public review process to verify if these problems still remain; and WHEREAS, the Watershed Management Committee, local and state agencies, and the residents of Mason County are concerned by the county-wide demand for housing and residential development which is anticipated to occur in the next twenty years. Construction of new residences and accompanying on-site sewage systems on these poor soils will increase the chances that water pollution will occur and adversely affect these inlets which contribute to Mason County' s second leading industry, recreational and commercial shellfish culture and harvesting; and WHEREAS, the public review to examine the current shoreline designations in Totten and Little Skookum, Inlets will be held in open public meetings and will take an extended period of time. While these meetings occur, some landowners may submit new applications to subdivide property or develop existing parcels using standards connected with the current shoreline designation. These proposed land use actions evade the intent of this public comment process and are contrary to the open review of these shoreline designations; and NOW, THEREFORE, BE IT RESOLVED THAT: The Mason County Board of Commissioners shall enact a one year interim measure which establishes the designation of Conservancy Shoreline Environment on all parcels along Totten and Little Skookum Inlets in Mason County, except those already designated Urban Shoreline Environment, which are completely or in part within the shoreline management area of the Mason County Shoreline Master Program (200 feet upland of the ordinary High High Water Mark) . This interim measure shall be in effect for one year from the adoption date of this resolution, or until the Shoreline Master Program is revised by the actions of the Mason County Board of Commissioners and Washington Department of Ecology, or until the Board of County Commissioners rules that no changes in the Shoreline Master Program are necessary; and During the period of this interim measure, the Mason County Department of Community Development shall conduct a series of public meetings to review the existing shoreline designations in Totten and Little Skookum. Inlets . This review will include meetings in the watershed to receive comments from watershed residents, as well as meetings before the Mason County Shoreline Advisory Board and Board of County Commissioners .
