These routes are used by Tribal members for school routes, mail routes, and routes to employment locations and are crucial to the Tribe's access to goods and services and potential economic development. These roads are currently open to the public and will remain open to the public after they are added the Squaxin Island Indian Tribe's Indian Reservation Road Inventory. Allowing the Tribe to include these roads on the IRR Inventory simply allows the Tribe the opportunity to provide potential funding to future roadway improvement projects. In no way does this action render the County less responsible for the road or in any way impact roadway ownership. The County understands the importance of this route to the Squaxin Island Indian Tribe and is aware that this road may need improvement at present and in the future to maintain public safety. At the present time, the County is unable to provide funding for the upgrades to these roads. If the Tribe with full approval from the County does perform roadway improvements to any of these sections of roadway, the County agrees to continue the required maintenance on the roads as it is presently the County's responsibility. Therefore, in accordance with 25 CFR, Part 170, Appendix C to Subpart C, Question 10 (3), the Squaxin Island Indian Tribe in conjunction with Mason County is requesting that the Cost to Construct (CTC) and Vehicle Miles Traveled (VMT) for these roads be computed at 100% in the IRR Budget, Sincerely, Squaxin Island Indian Tribal Representative County Representative MEMORANDUM OF UNDERSTANDING /V MASON COUNTY,WASHINGTON May 28,2013 RE: Acknowledgement of Public Responsibility Statement of Inability to Provide Funds Verification of Federal Aid Category The Squaxin Island Tribe has identified portions of the Mason County roadway system that are crucial to the lives and well-being of Tribal members and important to the Tribe's transportation system.These county roads are as follows: IRR Route# Sec# Street Name Length(miles) 0108 010 Bloomfield Rd(MP 2.6 to 4.7) 2.0 Tribal members and service providers currently use the roads identified above for ingress and egress to and from Federal Trust Lands and other properties currently owned by the Squaxin Island Tribe.These roadways serve as critical access routes for emergency responders,school routes,mail routes,and other types of service routes. These routes serve as both primary and secondary routes to places of employment for tribal members and other members of the tribal community. Further, these routes provide access to goods and services and are important for continued economic prosperity and potential for economic development. The County understands the importance of these routes route to the Squaxin Island Tribe,and is aware that this road may need improvement from time to time to maintain public safety.The County is solely responsible for maintaining and improving these routes based on the service level and related traffic demands.Presently,the County either has sufficient funds to meet current maintenance responsibilities, or is working toward securing sufficient funding for any necessary roadway improvements. Adding these roads to the Squaxin Island Tribe's IRR Inventory allows opportunity for the Tribe to participate in future roadway improvement projects on these roads. Participation by the Tribe will be subject to available funding and/or staff resources. This action shall in no way render the County less responsible for road maintenance or constructing improvements nor shall this action impact roadway ownership in any way.These County roads are currently open to the public,and will remain open to the public after they are added to the Squaxin Island Tribe Road Inventory. If in the future,the Tribe elects to endeavor on a roadway improvement project or elect to participate in a project within the County to perform roadway improvements to any sections of these roads, the County shall agree to own,maintain and improve the roads in perpetuity as it is presently the County's responsibility. Therefore, in accordance with 25 CFR, Part 170,Appendix C to Subpart C,Question 10 (3),the Squaxin Island Tribe in conjunction with the County is requesting thatthe roads identified above be added to the IRR Inventory, and the Cost to Construct (CTC) and Vehicle Miles Traveled (VMT) for these roads be computed at 100%in the IRR Budget.
