Resolution for National Public Health Week Peggy VanBuskirk/Cmmr. Trask moved and seconded to approve the Resolution as presented. Motion carried. 4. Approval of Minutes Cmmr.Neatherlin/Cmmr. Trask moved and seconded to approve the January 24,2023 Board of Health Minutes as presented. Motion carried. 5. Health Officer Report No health officer report at this time. 6. Administration Report Dave Windom discussed the workforce of Public Health in Washington,there has been a large amount of turnover in leadership and trouble restocking staff. Many COVID-19 workers are being let go as funding expires. County health rankings will be released tomorrow March 29,2023. Mason County shows the high positions per patient;however,it is closer to 1 physician per 1,000 patients. Public Health will receive the next fiscal round of Foundational Public Health Services funds. Funds will have to be returned June 30 and refilled July 1. The contract amendment changes the statement of work. The budget forecast was low. Dave is working with the Treasurer regarding an abatement fund for properties that are unable to clean up their parcels. 7. Environmental Health Report Ian Tracy discussed partnership for Puget Sound National Estuary Program. South Sound Shellfish Recovery grant partnership Squaxin Pierce Thurston Mason and Conservation districts,up to$1.85 million. Ian discussed West Nile Virus surveillance regarding specific locations for breeding,transfer stations, and salvage stations. Department of Health did not categorize species and did not test mosquitos. Cmmr. Shutty mentioned asking the Master Gardner's to help with mosquito traps in city limits. The On-Site Sewage Advisory Committee is operating on bylaws that have not yet been approved by the Board of Health. Per the RCW,bylaws must be approved. Memberships should be appointed to the Board of Health to be consistent with the code. There are three watershed positions that have been vacant for an extended period,this should be changed to two citizen positions and a certified OEM specialist position. 8. Community Health Report Melissa Casey shared her community health report. The Health Coalition kickoff event was very successful and had representation from all sectors and productive conversation. The Health Educator is working on updated health assessment to determine needs and gaps. Christina Muller-Shin presented her Behavioral Health Systems Update presentation which included the history of behavioral health and goals. Not all of our FPHS funding was spent this year, something we share with many other LHJ's. We're all still in the process of staffing up programs and expanding services to the community with what we've been allocated. Unspent funds will be returned to the state in July and the new allocation arrives in July so there's no impact to operations. Another$100 million has been allocated from the legislature for a variety of new programs. Of the $100,000,000,40% has been carved out for DOH with the rest to LHJ's. Mason County hasn't specifically asked for any of those funds. One area I would like to see the state address is the data system that seemed to fail regularly during COVID. Some of the funding will be drawn from the Vapor Sales Tax($28,050,000/biennium). We have used FPHS public health funds in Mason County to expand water quality work, septic, and solid waste complaints and resolutions, communicable disease response, improve cross- cutting business capabilities, increase assessment capabilities, and surveillance of disease patterns. As we go into this next fiscal year, we'll be expanding into course-of-life work and chronic disease programs. We've recently added an epidemiologist to our staff, which marks the first time we've been able to afford to do this work in-house. With the official end of COVID, we are focusing on homelessness, housing, behavioral health, substance abuse, and chronic disease. These areas cannot be addressed by public health alone, so we are building our partnerships with local non-governmental organizations as well as our state and local government partners. The 2023 County Health Rankings have been released Mason, Washington I County Health Rankings & Roadmaps . We're using that data to inform our 2023 Community Health Assessment and support the Blue Zones Project. Mason County ranks well in longevity (79 years average) but lower in those areas that will support health into the future. Blue Zones has begun to operate in earnest here in Mason County. Blue Zones is in their "activate" mode which will last three years. Julie Knott is our local executive director and is housed in the EDC building right across from Public Health. Julie has an ex officio position on the Mason Mattes board and will be working with us on our forum work with an initial emphasis on food systems. We expect food systems report from Blue Zones within the next two months. We have completed interviews and hope to have our Solid Waste Code Enforcement position filled soon. Solid Waste Abatement We are still developing a process for solid waste abatement. Our legal council is looking into some questions related to liens, but we hope to establish a process and have at least 2 clean-up projects in progress by the next meeting. Water Quality WA Dept. of Health announced several shellfish classification area downgrades this year. See attachments for discussion. On-site Septic In June we will start our annual Septic Blitz to promote septic maintenance in Mason County. This campaign includes a postcard mailer to all properties with septic systems in the county, banners posted throughout the county and 2 virtual septic maintenance workshops hosted by WSU Extension. Food We are preparing to implement a new food inspection system using tablets which will allow staff to conduct paperless inspections in the field. This system will facilitate better use of staff time as they currently document their inspections twice; initially using paper forms at the establishment, and again when they return to the office to data enter the report in SmartGov. This service also includes a public facing web portal where anyone can look-up a restaurant to view past inspection reports. This will result in the reclassification of a portion of the growing areas. In addition, other parts of Annas Bay, Hood Canal 6, and Oakland Bay growing areas are threatened with downgrades in classification. We call an area threatened when a water sampling station passes the water quality standard but shows bacteria levels that are near the limit of the standard, or when a shoreline survey identifies pollution sources. The threatened designation usually does not mean that the classification of the entire shellfish growing area is at risk. Enclosed for your review is the state of classification summary report for your county, which summarizes the current conditions. All of our annual reports, annual inventory map, state of the classification reports, and the threatened area list and map are available on our website at: hqp://www.doh.wa.gov/CommunityandEnvironment/Shellfish/GrowingAreas/AnnualReports. We are notifying state and federal agencies, tribes and other public and private sector partners about areas that are threatened. We want all affected parties to be aware of the threat and we want to encourage work to identify and correct the pollution problems before a downgrade is required. Growing Area.Section Manager Enclosure State of Classification Report The attached report illustrates the status of the commercial shellfish growing areas in your county. It includes a breakdown of shellfish harvest acreage, impacts to marine water that result in Prohibited classifications, and details regarding how your county compares to the other 13 counties with shellfish growing areas. We are providing this information in hopes of continuing conversations about the current marine water quality in your county. Our program collected and analyzed the data within this report following the stringent pollution source and marine water quality requirements set forth in the National Shellfish Sanitation Program Guide for the Control of Molluscan Shellfish (NSSP). Commercial shellfish growing areas must meet numeric criteria outlined in the NSSP of a geometric mean of no greater than 14 fecal coliform/100 ml and an estimated 90th percentile of no greater than 43 fecal coliform/100 ml. These numbers are based on ongoing, long-term sampling at permanent marine water stations. The classification statistics include the evaluation of a minimum of the last 30 marine water samples collected over a 2.5 to 5-year period. Commercial shellfish harvesting is not allowed if marine water stations fail to meet the marine water standards or if pollution sources are identified within the watershed that impact the area. Common terms used in the report include: Classification—A specific term that defines the conditions under which commercial shellfish harvesting can occur. It is determined by the evaluation of marine water quality, shoreline pollution sources, and meteorological/hydrographic factors. Approved—This classification applies to areas that meet very stringent marine water quality standards and have no pollution impacts. Commercial shellfish companies can harvest directly from Approved areas and take the product directly to market. Conditionally Approved—This classification applies to areas that meet very stringent marine water quality standards and have no pollution impacts most of the time. Periodic poor water quality, based on predictable conditions, results in the temporary closure of the harvest area. Restricted—This classification applies to areas that show a limited degree of pollution or areas where active marine water quality evaluations are not available. Shellfish must be relayed to Approved or Conditionally Approved areas and allowed to purge before harvest. Prohibited—This classification applies to areas that have known marine water quality impacts. Commercial shellfish harvesting is not allowed in Prohibited areas. Upgrade— Reclassifying a growing area or portion of a growing area from a more restrictive classification to a less restrictive classification. Example: Upgrade from Prohibited to Approved. Downgrade— Reclassifying a growing area or portion of a growing area from a less restrictive classification to a more restrictive classification. Example: Downgrade from Approved to Conditionally Approved. Failing— Marine water sampling stations that do not meet the water quality standards. The classification of the shellfish harvesting area must be downgraded. Threatened— Marine water stations currently meeting the standards but are near failing or existing shoreline pollution sources have been identified that may impact public health if not appropriately managed. Marine water sampling stations with estimated 90th percentiles between 30 and 43 fc/100 ml are considered Threatened. Short descriptions of each section of the report follow: CLASSIFICATION & RANK Classified commercial shellfish growing areas vary in size from under 500 acres to over 46,000 acres. The rank is based on each category's relationship to the same category in the other counties with commercial shellfish growing areas. There are 14 counties with shellfish growing areas in Washington State. The total classified acres in a county accounts for all Approved, Conditionally Approved, Restricted, and Prohibited acres. The number of marine water stations in a county denotes how many permanent stations are routinely sampled each year. CLASSIFICATION BREAKDOWN & REASONS FOR PROHIBITED CLASSIFICATIONS This figure shows a breakdown of the classifications and reasons for the Prohibited classifications. While the Nonpoint denotation in the Prohibited classification chart is based on poor water quality; the Wastewater Treatment Plant (WWTP) and Marina portions are based on the potential to pollute. Potential upset conditions at a WWTP and discharges from boats in a marina are used to calculate these areas. UPGRADES & DOWNGRADES This table lists recent classification upgrades and downgrades. FECAL COLIFORM ROLLING ESTIMATED 901h PERCENTILES This figure shows the water quality trend over the last 8 years for all Threatened or Failing stations and includes demarcations of the minimum Threatened threshold (30 FC/100ml-) and minimum Failing threshold (43 FC/100mQ. The trend lines illustrate the change in bacterial marine water quality (estimated 90th percentile) at those stations over time. Each point on the estimated 90th percentile trend line is calculated using the previous 30 marine water samples. COMMERCIAL SHELLFISH GROWING AREA MAPS Page 2 includes maps of all shellfish growing areas in the county followed by insets of areas with Threatened or Failing stations. Stations symbolized in orange are threatened and in danger of failing —these areas should be, or should continue to be, the focus of water quality restoration work to prevent future downgrades. Stations symbolized in red are failing and subject to be downgraded to a more restrictive classification. These stations will require improvements in marine water quality and work completed to remediate pollution sources in order to be upgraded again. Nine sampling events occurred during Open status. The Conditionally Approved portion of the growing area was closed 11 times for 130 days due to Skokomish River flooding. The Hood Canal Marina area was closed May 1 through November 30 based on boat moorage. There are approved relays from the Restricted portion to the Hood Canal 5 and 9 growing areas from November 1 through April 30 for varnish clams. The Mason Clean Water District continued to implement the 2018 closure response plan. The Hood Canal Regional PIC workgroup continued to meet. Analytical Results of Water Samples Table 1 summarizes the most recent 30 samples collected from each of the sampling stations. It includes eight sample events when the Conditionally Approved area was closed to harvest. The Alderbrook Marina Conditionally Approved area was closed from May 1 through September 30 due to increased boating activities. The growing area was closed twice for a total of 12 days due to more than three inches of rain in 24 hours. Analytical Results of Water Samples Table 1 summarizes the most recent 30 samples collected from each of the sampling stations. All stations meet NSSP criteria except for Station 217. Station 217 fails the NSSP standard for an Approved classification with an estimated 90th percentile of 60.4 FC/100mL. Station 316 is Threatened with an estimated 90th percentile of 29.6 FC/100mL. Stations 192, 215, 216, 218, 225, 230, 292, 309, and 318 have a Concerned status with estimated 90th percentiles ranging from 20.2— 25.4 FC/100mL. Table 2 summarizes the most recent individual 30 samples collected at Stations 217 and 316. All Concerned, Threatened, and Failing stations had elevated fecal coliform results collected on 6/29/21. From approximately June 26 through July 2, 2021 the Pacific Northwest experienced a "Heat Dome" effect, with air temperatures breaking historical records, reaching 100+ degrees for consecutive days. This intense heat wave likely caused bacteria to multiply rapidly, leading to abnormally high results.
