Meeting Minutes
March 16, 2023
The regular meeting was called to order at 5:00 p.m. by Chairperson Sue Ickes.
Attendance: Sue Ickes, Chair and William Kendrick, Vice-Chair
Others: Chief Tami Beyer, Chief Kevin Hanson, and Becky Rogers.
Business:
1. Approval of Minutes: February 16, 2023, regular meeting minutes
Cmmrs. Kendrick/Ickes moved and seconded to approve the February 16, 2023, regular meeting
minutes. Motion carried unanimously.
2. Chief Examiner Update
2.1. Position Tracking - 16 vacant funded positions: Community Service Officer-Jail
Setting-1; Corrections Deputy-6; Deputy Sheriff-5; Evidence Technician-1;
and Support Specialist-3.
2.2. Notice of Leave of Absence for Deputy Joshua Phillips from July 17, 2023,
through July 17, 2024.
2.3. Approval of hiring of a person for more than four (4) months to fill temporary
vacancy, due to leave of absence.
Cmmrs. Kendrick/Ickes moved and seconded to approve hiring of a person for more than four
(4) months to fill temporary vacancy, due to leave of absence. Motion carried unanimously.
3. Sheriff's Office Update
3.1. Corrections - Chief Hanson reported that 18 of the 24 funded corrections
deputy positions are filled. In addition to the vacant positions, there are staff
out on modified duty due to injuries and out on sick leave due to Covid and
the flu. The jail staff are working overtime. Deputies from the patrol staff are
helping to cover a shift in the jail. Since Covid, the population of the jail is at
50%.
There is one vacant Community Service Officer (CSO)-Control Room Operator
position. Jail staff and Human Resources are working on a proposal to
transition two Support Specialist positions in the jail into CSO positions. They
are looking at modifying the duty description so they can relieve the workload
for corrections deputies in the jail booking. The intent is to transition the
office work into a non-commissioned staff.
Two candidates are in background.
3.2. Patrol - It is anticipated that a senior deputy will be leaving soon. The two
new Patrol Lieutenant positions are working out well and are trained to

conduct the backgrounds. The MCSO bought a product last year for managing
the background online, which is up and running. Detective Liles retired and
Deputy Albright transferred laterally to fill the position. Liles was a
polygrapher. The MCSO will need to send a staff back east to train to fill the
polygraph duties.
3.3. Support Staff - Chief Beyer stated there are two Support Specialist staff
retiring. One will be retiring at the end of March and the other at the end of
April, after 32 years. The Financial Manager is pleased with the progress of
the two new Financial Assistants.
4. Adjourn - The meeting adjourned at 5:20 p.m.

Hi Becky,
As you know,we continue to struggle with finding qualified people to work in the jail. We have been looking at ways to
supplement the existing Corrections Staff without hiring fully commissioned Correction Deputies (only because there have
been no applicants).As you may or may not recall, last year I asked the BOCC to convert two vacant Corrections Deputy
positions to Community Service Officers-assigned to the Control Room.That was successful.
After a lot of brain storming, we are considering re-structuring more bargaining unit personnel, who are assigned to the jail,
to help reduce the work load on the Commissioned Corrections Deputies. Our idea is to eliminate the Jail Support Tech 2
position and reallocate that position into the Community Service Officer position.That Community Service Officer position
would be noncommissioned and be assigned primarily to booking related duties and the existing duties associated with the
SS2 position. See the attached Duty Description.The skills, abilities, and training requirements for the position are similar to
the Alternative Sentencing CSO.
I would like to be on the agenda for a discussion about reallocating the jail support tech 2 position to Community service
officer under section#4. Keli Dunlap is the Jail Support Tech 2 and is in full support of the transition. Her current position
pays roughly$83 per month more than top step CSO, so if this is approved she can be Y rated (meaning she will not lose pay
if we re-allocate her position and she will be frozen until the CSO pay grid catches up to her current salary).

GENERAL DESCRIPTION
An incumbent in this entry-level position performs a variety of basic non-enforcement tasks such as service of civil process
subpoenas, crime prevention duties, alternative sentencing programsiqL and other non-enforcement duties as required.
Work is performed independently, but may be reviewed for thoroughness, accuracy, and conformance to established
policies and procedures. Incumbents must possess ability to use sound, independent judgment.
This classification specification reflects the general concept and intent of the classification and should not be construed as
a detailed statement of all the work requirements that may be inherent in the position.
ESSENTIAL JOB FUNCTIONS- (any one position may not include all duties listed, nor do the examples include all
tasks that may be performed in positions of this class.)
Prepares, processes, and files items for record management, mail, Alternative Sentencing, property room, and evidence
systems.
Assist 'ail administration by�e conducting interviews, background investigations and new hire orientation.
Reviews, and Processes Jail records, all inmate record requests cl^ ents and inmate prisoner billing.
Manages 'ail extraditions and coordinates prisoner transportation for prisoner relay.
Manages all aspects of the county issued warrants and quashes after they are issued by the courts.
Processes video footage and inmate phone call monitoring
Jail inventory, supply tracking and ordering including arranging gear and uniform fittings.
Jail administrative support
Serves civil process subpoenas.
Communicates clearly and effectively by phone, radio and in person with people from all racial, ethnic and economic
backgrounds.
Participates in the establishment of and maintains procedures pertaining to the operations of the section.
Testifies in court.
Performs crime prevention and other non-enforcement duties.

Operates calculators, computers, and other specialized equipment as required by the duties of the position.
Performs field compliance checks on Alternative Sentencing participants.

Perform the physical requirements of the position; work within the established working conditions of the position.
DISTINGUISHING FEATURES
• Incumbents are expected to understand the principles and practices of law enforcement work.
• Possess knowledge of applicable sections of the Washington State Law.
• Incumbents are expected to quickly and objectively recognize actual and potential problems and determine proper
courses of action.
• Incumbents are expected to function with considerable independence and have latitude in exercising independent
judgment within the framework of existing policies and procedures.
• Work is performed under general supervision and is reviewed periodically for adequacy and accuracy of records,
reports, and functions.
WORKING CONDITIONS
Work is performed both indoors or outdoors dependent on position. Lifting of records, reports, tools and equipment may be
required, usually not in excess of 50 pounds. May be required to deliver items and operate county vehicles. Physical
hazards may occur occasionally when dealing with hostile clients.
QUALIFICATIONS
• Must be at least 18 years of age.
• Must possess a valid Washington State Driver's License.
• Pursuant to RCW 41.14.100, must be a US citizen and be able to read and write the English language.
• Must possess a high school diploma or GED.
• Acceptable scores on Civil Service examinations.
• Ability to pass a background investigation which includes a polygraph exam and/or behavioral assessments.
