Overall Economic Development Plan SOLUTION NO . 161 -99 OVERALL ECONOMIC DEVELOPMENT PLAN WHEREAS , members of the Board of Directors of the Economic Development Council (EDC) have been designated by the Mason County Board of Commissioners as the Overall Economic Development Plan (OEDP) Committee for Mason County, Washington ; and WHEREAS , the OEDP Committee has assisted Mason County in prioritizing possible infrastructure improvements to enhance economic sustainability throughout Mason County; and WHEREAS, President Clinton ' s Economic Adjustment Initiative for the Pacific Northwest and Northern California is soliciting eligible projects for funding ; and WHEREAS , the State Legislature has authorized Mason County to retain approximately $250 , 000 annually in retail sales tax for economic development projects ; and WHEREAS , eligibility for funding must be demonstrated by a prioritization of projects ; and WHEREAS , the EDC has solicited suggested projects from local Mason County jurisdictions and community groups ; and WHEREAS , the OEDP Committee has recommended a list of projects which updates the current infrastructure needs and includes : First Priori tv : New well and water main extensions for Belfair Water District ($ 182 , 000 ) . Second Prioritv : Correct City of Shelton I & I sewer problems ( $ 10 Million) . Third Prior itv : Belfair Bypass ($ 8 , 130 , 000) . Fourth Priority : Port of Allyn Water System Review Project ($20 , 000 ) . Fifth Priority : North Bay/Case hilet Reclamation and Collection System ( $ 1 million) . Sixth Prioritv : Correct Finch Creek (Hoodsport Area) septic tank problems ( $ 500 , 000) . Seventh Priority : Improve rail loading and offloading facility at John' s Prairie ($ 350 , 000) . Eighth Priority : Extension of Shelton Water to Corrections Center ( $ 8 . 9 Million) includes new water source and storage ($2 Million) . Ninth Prioritv : Complete Port of Shelton Comprehensive Plan ($ 81 , 000) . Tenth Prioritv : Renovation of Baja Building at the Port of Shelton . ( $ 360 , 000 ) . Eleventh Prioritv : Complete Belfair/Hood Canal Sewer Plan ($40 , 000) . Large portion of proposed service area is located in an Urban Growth Area as designated in the recently adopted Mason County Comprehensive Plan . RESOLUTION NO . 16M9 PAGE 2 Twelfth Priority : Renovation of Building 1 at the Port of Shelton ( $ 1 . 6 million) . Thirteenth Priority : Electric Utility Upgrade and Infrastructure ( $ 11 Million) . Fourteenth Priority : Preliminary engineering of Hwy 101 connector ( $2 . 5 Million) . Fifteenth Priority : Port of Shelton-Bldg . 4 Septic System Replacement ($25 , 000) . Sixteenth Priority : Extension of Shelton Sewer to Corrections Center ( $ 7 . 5 Million) . Seventeenth Priority : Shelton WasteWater Treatment Plant Modification & Improvements ( $ 3 . 5 Million) . Eighteenth Priority : Paving for forest products industry infrastructure for storm water control and value- added manufacturing ($ 389 , 000) at Port of Shelton . Nineteenth Priority : Develop Overall Aquifer Recharge Area Protection Plan for Mason County ($ 350 , 000 ) . Twentieth Priority : Replace pipe, well or new reservoir for six small systems owned by PUD 41 , ($ 1 , 850 , 000) . Twenty-First Priority : Develop eleven small water system plans for PUD # 1 small systems ( $90 , 000 ) . Twenty- Second Priority : Russelwood Sewer Improvements ($304 , 000 ) . Twenty- Third Priority : Water treatment facility for Shelton Springs water source - City of Shelton - ($2 Million) . Twenty-Fourth Priority : Widen Wallace Kneeland Interchange ($ 1 . 5 Million) . Twenty-Fifth Priority : Port of Hoodsport; New Marina ( $ 300 , 000 ) . Twenty- Sixth Priority : Improved telecommunications for City of Shelton . Twenty- Seventh Priority: Mason County Transit Maintenance/Operations and Training Facility . Twenty-Eighth Priority : Fire District # 5 Central Administration, Repair and Training Facility ( $ 1 , 460 , 000) . Twenty-Ninth Priority : Fire District # 1 (Hoodsport), Rescue Vehicle and Backup Generator ( $ 15 , 000 ) . Thirtieth Priority : Fire District #2 , Fire Training Center ( $ 675 , 000) . 1 RESOLUTION NO , 161 =99 PAGE 3 Thirty-First Priority : Hoodsport Substation for Mason County Sheriff. Thirty- Second Priority : Construct Belfair Park and Ride ( $250 , 000 ) . Thirty-Third Priority : Construct Shelton Park and Ride . Consistent with City Corridor Project ($ 300 , 000 ) . Thirty-Fourth Priority : Restoration of the Skokomish River ($ 1 Million) . Thirty-Fifth Priority : Brown Field restoration of Goose Lake area ($ 250 , 000) . Thirty- Sixth Priority : Performing Arts Center at Hartstene Island . NOW THEREFORE, BE IT HEREBY RESOLVED , that the Board of Mason County Commissioners accepts the OEDP Committee ' s recommendations and amend the OEDP for Mason County to include these priorities and request that the amended document be forwarded to the Region 10 office of the Economic Development Administration, US Department of Commerce , the Governor ' s Interagency Timber Taskforce and the Office of Forestry and Economic Development in Portland, Oregon .
