Comprehensive Economic Development Strategy (CEDS) List RESOLUTION NO , I ® � [� WHEREAS , the City of Shelton , by letter dated September 5 , 2001 , has requested that the Comprehensive Economic Development Strategy ( CEDS ) Committee recommend changes to the projects list , and WHEREAS , the Economic Development Council of Mason County serves as the CEDS Committee and , by board action , has concurred with City of Shelton desires and recommended adding UGA planning projects for Belfair and Allyn ; and WHEREAS , Mason County Board of Commissioners RESOLUTION NO . 19 - 01 established the approved projects list and prioritization for 2001 ; and WHEREAS , the CEDS Committee has forwarded the following revised projects list : First Priority : Regional Shelton Area Water and Sewer Project , $ 33 million . The project will develop a regional utilities system serving the City of Shelton , Mason County , Port of Shelton , Washington State Patrol Academy , and Washington Corrections Center . Wastewater pump stations and transmissions lines will be constructed and upgraded to transfer sewage to the existing Shelton Wastewater Treatment Plant . The treatment plant will be upgraded and expanded to accommodate the increased flows from this system . For the purposes of securing funding and support , individual and / or collective elements of this plan shall be considered a part of this prioritized project in the CEDS . - City of Shelton Second Priority : Belfair Bypass ( $ 8 , 130 , 000 ) . - County Third Priority : Skokomish Reservation waste water treatment plant ( $ 9 million ) Fourth Prioritv : Renovation of Baja Bldg , at the Port of Shelton ( $ 3601000 ) . - Port of Shelton Fifth Priority : North Bay / Case Inlet Water Reclamation Facility / Sewer Collection System ( $ 1 million ) - County Sixth Priority : Industrial Development Area ( Belfair Industrial Development ) ( $ 2 million ) . - Port of Allyn Seventh Priority : Countywide fiber optics backbone installation ( $ 5 million ) . - PUD # 3 RESOLUT ,MON No . 10M1 Eighth Priority : Hwy 106 electrical utility upgrade ( $ 750 , 000 ) - PUD # 1 . Ninth Priority : Upgrade telecommunications in N . Mason County ( $ 1 . 5 million ) . - Port of Allyn Tenth Priority : Complete Belfair / Hood Canal Sewer Plan ( $ 15 million ) . - County Eleventh Priority : Renovation of Bldg . 1 at the Port of Shelton ( $ 1 . 6 million ) - Port of Shelton Twelfth Priority : Correct Finch Creek ( Hoodsport Area ) septic tank problems ( $ 1 , 400 , 000 ) . - PUD # 1 Thirteenth Priority : Repair Intersection at 7th & Alder ( $ 1 million ) . - City of Shelton Fourteenth Priority : Rustlewood Sewer Improvements ( $ 450 , 000 ) . - County Fifteenth Priority : Port of Allyn Water System Review Project ( $ 201000 ) . - County Sixteenth Priority : Electric Utility Upgrade and infrastructure in PUD # 3 area ( $ 11 million ) - PUD # 3 Seventeenth Priority : Replace pipe , well or new reservoir for six small systems owned by PUD # 1 , ( $ 1 , 850 , 000 ) . - PUD # 1 Eighteenth Priority : Develop eleven small water system plans for PUD # 1 small systems ( $ 90 , 000 ) . - PUD # 1 Nineteenth Priority : Improve rail loading facility at Johns Prairie ( $ 350 , 000 ) - Port of Shelton Twentieth Priority : New Marina ( $ 300 , 000 ) - Port of Hoodsport Twenty - First Priority : Rescue Vehicle ( $ 100 , 000 ) Fire Dist . # 1 - Hoodsport Twenty - Second Priority : Red Cross Emergency Generator ( $ 25 , 000 ) Fire Dist . # 1 - Hoodsport Twenty - Third Priority : Training Center ( $ 675 , 000 ) Fire Dist . # 2 Twenty - Fourth Priority : Central Administration , Repair and Training Facility ( $ 1 , 460 , 000 ) . - Fire District # 5 Twenty - Fifth Priority : Hoodsport Substation for Mason Co . ( $ 2 . 5 million ) PUD # 3 Thirty - Second Prioritv : Improve Telecommunications for the City of Shelton - City of Shelton Thirty - Third Prioritv : Panhandle Lake Electronic Education Facility ( $ 20 , 000 ) - County Thirty - Fourth Prioritv : Restoration of Skokomish River ( $ 1 million ) - County Thirty - Fifth Prioritv : Brownfield restoration of Goose Lake area ( $ 250 , 000 ) - City of Shelton Thirty - Sixth Priority * Performing Arts Center at Hartstene Island . County Thirty - Seventh Prioritv : Belfair Water System Improvements . Thirty - Eighth Prioritv : Emergency Generator for Fire Protection District No . 2 . Thirty - Ninth Prioritv : Hartstene Pointe Outfall - County Fortieth Priority : Belfair UGA planning . ( $ 25 , 000 ) - Belfair sub - area planning group . Forty - First Priority * Allyn UGA planning . ( $ 25 , 000 ) - Allyn sub - area planning group . NOW , THEREFORE BE IT HEREBY RESOLVED , that the Board of Mason County Commissioners revises RESOLUTION NO . 19 - 01 by adopting the above projects list . It is further requested that the EDC forward this action to the Region 10 office of the Economic Development Administration , U . S . Department of Commerce , the Governor ' s Interagency Timber Task Force , the office of Forestry and Economic Development in Portland , Oregon , the Washington Community Economic Revitalization Team , and the City of Shelton .
