Designating Comprehensive Economic Development Strategy (CEDS) Committee RESOLUTION NO . 19 -01 WHEREAS , members of the Board of Directors of the Economic Development Council have been designated by the Mason County Board of Commissioners as the Comprehensive Economic Development Strategy ( CEDS ) Committee (formerly OEDP ) for Mason County , Washington ; and WHEREAS , the CEDS Committee has assisted Mason County in prioritizing possible infrastructure improvements to enhance economic sustainability throughout Mason County ; and WHEREAS , the prioritized list of possible infrastructure improvement projects is also used as a selection list for the Washington Community Economic Revitalization Team (WA- CERT) process ; and WHEREAS , the State Legislature has authorized Mason County to retain . 08 percent of retail sales taxes annually for economic development projects ; and WHEREAS , eligibility for funding must be demonstrated by a prioritization of projects ; and WHEREAS , the EDC has solicited suggested projects from local Mason County jurisdictions and community groups ; and WHEREAS , the CEDS Committee has recommended a list of projects which updates the current infrastructure needs and includes the following priorities . First Priority : Correct City of Shelton I & I sewer problems ($ 26 , 750 , 000 ) . - City of Shelton Second Priority : Address Goldsborough Creek sewer crossing issues - gravity line and force main ( $ 2 . 5 million ) . - City of Shelton Third Priority : Belfair Bypass ( $ 8 , 130 , 000 ) . - County Fourth Priority : Shelton Waste Water Treatment Plant Modifications & Improvements ( $ 3 . 5 million ) . - City of Shelton Fifth Priority : Skokomish Reservation waste water treatment plant ( $ 9 million ) Sixth Priority : Renovation of Baja Bldg . at the Port of Shelton ( $ 360 , 000 ) . - Port of Shelton Seventh Priority : North Bay/Case Inlet Water Reclamation Facility/Sewer Collection System ($ 1 million ) - County Eighth Priority : Industrial Development Area ( Belfair Industrial Development) ( $ 2 million ) . - Port of Allyn Page 2 Ninth Priority : Countywide fiber optics backbone installation ( $ 5 million ) . - PUD # 3 Tenth Priority : Hwy 106 electrical utility upgrade ( $ 750 , 000 ) - PUD # 1 . ($ 2 . 5 million ) - PUD #3 Thirty- Sixth Priority : Improve Telecommunications for the City of Shelton - City of Shelton Thirty- Seventh Priority : Panhandle Lake Electronic Education Facility ( $ 20 , 000 ) - County Thirty- Eighth Priority : Restoration of Skokomish River ( $ 1 million ) - County Thirty- Ninth Priority : Brownfield restoration of Goose Lake area ( $ 250 , 000 ) - City of Shelton Fortieth Priority : Performing Arts Center at Hartstene Island . — County Forty- First Priority : Belfair Water System Improvements Forty- Second Priority : Emergency Generator for Fire Protection District No . 2 Forty-Third Priority : Hartstene Pointe Outfall - County NOW, THEREFORE BE IT HEREBY RESOLVED , that the Board of Mason County Commissioners adopts the above list of priorities and return to the EDC for forwarding Page 4 action to the Region 10 office of the Economic Development Administration , U . S . Department of Commerce , the Governor' s Interagency Timber Taskforce , the Office of Forestry and Economic Development in Portland , Oregon and the Washington Community Economic Revitalization Team .
