DHS-FEMA-EMPG-AR PA-FY21 Page 2 of 5 Mason County DEM, E22-205 Amendment 1 Attachment D Revision 1 WORK PLAN FY 2021 Emergency Management Performance Grant -American Rescue Plan Act Emergency Management Organization: Mason County Division Emergency Management {DEM) The purpose of EM PG-ARPA is to assist with the enhancement, sustainment and improvement of state, local, and tribal emergency management programs. Activities conducted using EM PG-ARPA funding should relate directly to the five elements of emergency management: prevention, protection, response, recovery, and mitigation. Washington State does not require a specific number of activities to receive EM PG-ARPA funding. However, there are required capabilities that must be sustained in order to remain eligible for EM PG-ARPA funding, including but not limited to the ability to communicate and warn, educate the public, plan, train, exercise, and be NIMS compliant. The Work Plan delineates the Emergency Management Organization's emergency management program planning and priority focus for this grant cycle (to include EMPG grant and local funds). Priority Area #1 ------------------------------, 3.2 Coordination Primary Core Capability Planning Secondary Core Capability Build or Sustain WORK PLANNED Hire an additional person to assist in countywide continuity planning. Activities will include: -Developing a COOP template -Individually meeting with county departments to assist them in developing their individual department COOP -Monitoring plans for duplicated efforts and provide coordinated planning under the County's Continuity of Government plan Priority Area #2 Long-term Vulnerability Reduction Building IDENTIFIED GAP/NEED Because of the COVID-19 pandemic, each department in Mason County government was impacted in their ability to perform essential tasks and a COOP would have pre­ identified succession planning, essential/non-essential tasks and personnel, basic emergency operations, and other critical tasks during the pandemic. This plan will provide that capability in any future emergency /disaster. 4.3 Prevention Primary Core Capability Mass Search and Rescue Operations Secondary Core Capability Build or Sustain WORK PLANNED Purchase a side-by-side utility vehicle (UTV) with tracks for multiple uses throughout the county. This will also include training for safe operations. Operational Communications Building IDENTIFIED GAP/NEED The county has one surplus military vehicle to access the mountainous areas of the county. Due to the existing vehicle's large size, hazardous terrain of these areas, and local climate conditions during winter months, a specialized utility vehicle is necessary to safely reach these locations to provide emergency response and perform maintenance of communications equipment. ANTICIPATED PROJECT IMPACT This funded position will be able to contact all of the County offices / departments to gain the information needed to complete a countywide COOP plan which will include a succession planning and be trained on with staff. ANTICIPATED PROJECT IMPACT The UTV will increase the safety of responders and maintenance crews when performing operations in these locations. Add itionally, the UTV will aid in reducing the time of response to victims, lessening crew and victim exposure to severe weather conditions, decreasing responders' physical exertion from carrying equipment across austere terrain, and improve emergency communications in the county.
