Amending Res. 101-03 Comprehensive Economic Development Strategy Project List RESOLUTION NO , 117 - 03 A RESOLUTION AMENDING RESOLUTION NO . 101 -03 , AMENDING THE COMPREHENSIVE ECONOMIC DEVELOPMENT STRATEGY PROJECT LIST WHEREAS , the Board of Mason County Commissioners established , by resolution , the Comprehensive Economic Development Strategy Project List ( CEDS ) ; and WHEREAS , the Economic Development Council of Mason County ( EDC ) has requested that a project titled " Extend water line to property adjacent to Glenn Custom Milling " be added to the Economic Development Strategy Project List ; WHEREAS , the prioritized list of possible infrastructure improvement projects is also used as a selection list for the Washington Community Economic Revitalization Team (WA- CERT ) process ; and WHEREAS , the State Legislature has authorized Mason County to retain . 08 percent of retail sales taxes annually for economic development projects ; and WHEREAS , eligibility for funding must be demonstrated by a prioritization of projects ; and NOW , THEREFORE BE IT HEREBY RESOLVED , that the Board of Mason County Commissioners amends the Comprehensive Economic Development Strategy Project List by moving the current Thirty-fourth Priority " Pacific Northwest Salmon Center" to Priority Six, and moving the current Sixth Priority " Improve rail loading facility at Johns Prairie" to the Eleventh Priority and readjusting the following numbers in their present order and asks the EDC of Mason County to notify the sponsors and all parties involved with the CEDS process : First Priority : Shelton Area Regional Water and Wastewater Facilities ($ 38 million ) - City of Shelton Second Priority : Long Range County-Wide Economic Development Planning ($ 90 , 000 ) - County Third Priority : City of Shelton Infiltration and Inflow Control Project ($25 , 000 , 000 ) - City of Shelton Fourth Priority : Hoodsport Finch Creek Sewer System ($ 3 , 500 , 000 ) - PUD # 1 Fifth Priority : Belfair /Hood Canal Sewer System in conjunction with storm water improvements and improvements to SR 3 within the Belfair UGA ($ 15 million ) - County Sixth Priority : Pacific Northwest Salmon Center ( PNWSC) ($ 12 , 000 , 000 ) - Pacific Northwest Salmon Center Seventh Priority : Industrial Development Area ( Belfair Industrial Development) ( $2 million ) - Port of Allyn Page 2 of 3 Amended Comprehensive Economic Development Strategy Project List Eighth Priority: Upgrade Allyn Water System ( $ 300 , 000 ) — Port of Allyn Ninth Priority : Stormwater Management Johns Prairie ( $250 , 000 ) — Port of Shelton Tenth Priority : Extend water line to property adjacent to Glenn Custom Milling ( cost to be determined ) — Port of Shelton Eleventh Priority : Improve rail loading facility at Johns Prairie ($ 350 , 000 ) — Port of Shelton Twelfth Priority : Replace AC water lines ( $490 , 000 ) — Port of Shelton Thirteenth Priority: Fairgrounds relocation ($ 2 , 000 , 000 ) — County Fourteenth Priority : SR3 Corridor Improvements ($ 1 , 000 , 000 ) — City of Shelton Fifteenth Priority : Repair Intersection at 7t" & Alder ( $ 1 million ) — City of Shelton Sixteenth Priority: Hartstene Pointe Outfall ($ 2 , 120 , 000 ) — County Seventeenth Priority: Allyn UGA planning ($ 25 , 000 ) — Allyn sub -area planning group Eighteenth Priority: Electric Utility Upgrade and infrastructure in PUD #3 area ( $ 11 million ) — PUD #3 Nineteenth Priority : Brownsfield clean - up Johns Prairie ($ 100 , 000 ) — Port of Shelton Twentieth Priority : Substation Construction and Upgrades ($ 3 million ) — PUD #3 Twenty-first Priority : Countywide fiber optics backbone installation ( $ 5 million ) — PUD #3 Twenty-second Priority: Reconductor 4 miles Hwy 106 electrical primary line — ( $ 720 , 000 ) — PUD # 1 Twenty-third Priority : Renovation of Bldg . 1 at the Port of Shelton ($ 1 . 6 million ) — Port of Shelton Twenty-fourth Priority : Alderbrook water system distribution replacement and reservoir ( $ 600 , 000 ) — PUD # 1 Twenty-fifth Priority: Renovation of Baja Bldg . at the Port of Shelton ( $ 360 , 000 ) — Port of Shelton Twenty-sixth Priority : Renovation of eight small water projects ($ 1 , 538 , 000 ) — PUD # 1 Twenty-seventh Priority : Restoration of Skokomish River ( $ 1 million ) - County Twenty-eighth Priority : Rustlewood Reservoir ($ 300 , 000 ) — County \\CLUSTERl HOME SERVER\HOME\CBCOMMON\RESOLUTE\2003\Amended CEDS 2003 Resolution1doc Page 3 of 3 Amended Comprehensive Economic Development Strategy Project List Twenty- ninth Priority: Reservoir and distribution replacement for Lake Arrowhead water system ( $ 805 , 000 ) — PUD # 1 Thirtieth Priority : New Central Station ( $ 1 , 250 , 000 ) — Fire District #5 Thirty-first Priority : Rustlewood Sewer Improvements ( $450 , 000 ) — County Thirty-second Priority : Skokomish Reservation wastewater treatment plant ($ 9 million ) Thirty-third Priority : Belfair Bypass ( $ 8 , 130 , 000 ) Project currently on hold pending outcome of the planning effort Thirty-fourth Priority : Foundry Road Paving ( $ 30 , 145 ) — Port of Shelton Signed this 12th day of November, 2003 .
