UNRESTRICTED DEPARTMENTAL BUDGET AUTHORITY
2004 BUDGET
WHEREAS, by reason of conditions which could not be reasonably foreseen at the time of
making the budget for the year 2004 , it is necessary to make provision for unrestricted departmental
budget authority for the Mason County Coroner for the 2004 Budget. This authority was requested by
the Coroner in her memo dated August 10 , 2004 (See Attachment A which is hereby incorporated as part
of this resolution.) .
THE BOARD OF MASON COUNTY COMMISSIONERS hereby approves unrestricted 2004
departmental budgetary authority for the Coroner' s Department 001 - 190 -000 . This means budgetary
salary and benefit expenditure line items may be used to meet obligations of other expenditure line items
in the budget; and other expenditure line items in the budget may be used to meet obligations of
budgetary salary and benefit expenditure line items .

RE : Bottom Line Budget Authority
I am requesting Bottom Line Budget Authority for the Coroner' s Office . When the
supplemental budget request was made for additional wages and benefits while I was
recovering from surgery . The request was made assuming a " normal " caseload .
During the months of June and July there were a number of deaths that Todd Barr
investigated . These investigations put him into overtime with all his other duties he has
in the county. All of his overtime is paid out of this departments Extra Hire/Deputy
Coroner budget.
At this time , I feel that with your approval I can absorb the costs with bottom line budget
authority . However, if the rest of the year continues as the last few months have been
for this office , with 5 traffic fatalities in a one month period , other deaths that require
more than 3 hours travel and investigation time or the use of outside services . I may
need to come back to the Board for another supplemental appropriation .
