A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF
MASON COUNTY, WAIVING COMPETITIVE BIDDING REQUIREMENTS
FOR THE PURCHASE OF A MOBILE HOME FOR THE WALKER PARK
CARETAKER RESIDENCE AND AUTHORIZING THE CHAIRPERSON TO
NEGOTIATE AND EXECUTE THE PURCHASE .
WHEREAS , Mason County is responsible for the maintenance, operation, and
improvement of park facilities throughout the County; and
WHEREAS , Walker Park is one of the facilities under the care and guidance of the
County; and
WHEREAS , Walker Park is located in a remote portion of the County and benefits
from having an on- site caretaker to watch over the facilities and assist with minor upkeep and
maintenance of the Park; and
WHEREAS , the provision of a County-owned residence enhances the flexibility and
options for ensuring continuity in the caretaker position; and
WHEREAS , a mobile home unit is currently located on Walker Park property and is
being offered for sale by the current owner; and
WHEREAS , the County has invested in improvements adjacent to the mobile home
unit that will likely be unusable if a different unit is located at the site ; and
WHEREAS , the costs to replace this unit with a comparable mobile home will be
much higher because of transportation and setup costs to bring a different unit to the site ; and
WHEREAS , the County has solicited an appraisal of the existing unit and finds it to
be in suitable condition and of value for the intended purpose ; and
WHEREAS , Chapter 39 . 04 . 280( 1 ) (b) of the Revised Code of Washington authorizes
the County to waive the requirements for competitive bidding for "Purchases involving
special facilities or market conditions" ; and
WHEREAS , the County finds that the investment in improvements to the existing
mobile home at Walker Park and the additional costs that the County would have to bear in
order to bring a different unit to the site are evidence of special market conditions and that
the Walker Park mobile home can be considered a special facility;
NOW THEREFORE, the Board of County Commissioners does hereby resolve as follows :
SECTION 1 :
The competitive bidding process for the purchase of the mobile home unit located at Walker
Park, is hereby waived in accordance with the provisions of Chapter 39 . 04 . 280 ( 1 ) (b) of the
Revised Code of Washington, due to the presence of County- funded improvements adjacent
to the unit and the avoidance of substantial costs for moving and setup of a different unit .
SECTION 2 :
The Director of Parks , Utilities , and Waste Management is hereby authorized to negotiate
with the current owner of the mobile home unit at Walker Park to arrive at acceptable terms
for purchase of the unit . The Chair of the Board of County Commissioners is authorized to
execute any purchase documents necessary to complete the transaction on behalf of the
Board, consistent with the approved budget .
ADOPTED by the Board of County Commissioners of Mason County, this 3 rd day of
May , 2005 .
