The Lower Hood Canal Clean Water District meeting was called to order at 1:34 p.m. by Chairperson Bill
Hunter.
ADVISORY COMMIE
Chairperson Hunter noted a resignation from the advisory committee has been received from Norton Young.
He requested copies of the applications on file so the Board can review them.
Cmmr.Porter added she believes they should encourage people to continue to apply so there is always an active
file.
1994 BUDGET
Wayne Clifford,Water Quality Coordinator,reported the 1994 Lower Hood Canal Clean Water District budget
was approved subject to recommendations from the advisory board for the actual program.
Cmmr. Hunter pointed out the Lower Hood Canal Clean Water District did have it's own budget hearing.
EXECUTIVE COMMITTEE
Mr.Clifford informed the Board the advisory committee formed an executive committee to expedite the decision
making process.
Cmmr.Porter noted the Board has asked Mr.Clifford to present to the advisory board the four criteria that are
in the RCW. The advisory committee needs to remember that any fee structure has to meet one of those
criteria.
PSWQA GRANT APPLICATION
Mr. Clifford reported the,funding offer from the Puget Sound Water Quality Action is $63,500. They are now .
in contract negotiations. There is a 25% match. This is used strictly for on-site sewage inspections within the
District.
FORCE ACCOUNT GRANT
Mr.Clifford presented the status report on the force account grant. This grant is being used to conduct survey
work. It is being spent at the rate of about $5,870 per month. From 9/93 to 12/93 the expenses are about
$23,482 leaving a balance of$26,581.
SURVEY STATUS
Mr. Clifford stated the last report was 7 out of 74 systems have failed through visual inspections. They are
starting to conduct dye tests.
OTHER
Cmmr.Porter asked if the advisory committee has set a timeline for themselves as to when they will recommend
fees.
Mr. Clifford replied he believes they hope to have it done at tonight's meeting.

Harry Martin understands that unimproved ground, forest lands, is exempt.

The Board affirmed this.
Mr. Martin stated he understands there are 11,000 parcels of unimproved property. He feels those parcels
should not be taxed because they help purify the water. He feels some people will want to tax all the land.
Mr.Clifford stated there are 11,000 vacant parcels,including forrest lands. He feels unimproved land is an asset
to water quality.
There was discussion about the various ways the rates can be set up. It was agreed to keep the fee structure
simple.
ADJOURNMENT
It was moved and seconded by Commissioners Porter/Faughender the Lower Hood Canal Clean Water District
be adjourned at 1:59 p.m. The motion passed unanimously.
