Hunter, Chairperson Mary Jo Cady, Commissioner The Lower Hood Canal Clean Water District meeting was called to order at 1:30 p.m. by Chairperson William O. Hunter. APPROVAL OF MINUTES Cmmr. Faughender/Hunter moved and seconded to approve the November 18, 1996 minutes as circulated. Motion carried. C-abstain; F-aye; H-aye. CORRESPONDENCE Joanne Schmitz asked the Board to reconsider a decision to let go an Environmental Health specialist until the program is complete. STAFF REPORT Mark Tompkins, Program Manager, submitted the monthly report indicating surveys completed, failure identified and repairs completed as noted below. Surveys completed in November- 71 Cumulative surveys completed to date- 4,464 Failures identified- 5 Cumulative failures identified to date- 479 Repairs completed in November- 8 Cumulative repairs completed to date- 340 Refused access to date- 482 No response to date - 201 Refused rate- 13% It was noted the surveys are scheduled to be complete by the end of 1996. There will be 40 - 50 septic systems which need to be tested next year due to homes being winterized. They anticipate responding to these in the summer of 1997. FINANCIAL REPORT Mr. Tompkins submitted the assessment information for 1994 - 1996. 1994 Assessment Received- 97.6% 1995 Assessment Received- 92% (Turned over to the Treasurer in November 1996) 1996 Assessment Received- 85.2% Board Member Cady commented she received a notice from the Treasurer that discussed a lien on the property; however it is a piece of property which was sold on a real estate property 20 years ago. The billing was sent to the current owners of the property. However,the title holder(legal owner),received the lien without any indication of a copy being sent to the current owner. It was suggested that the information is submitted so a letter can be sent to the taxpayer as well as the title holder. Mr. Tompkins concurred the lien letters were sent to the title owners. The original billing went to the tax payers. n . LOWER HOOD CANAL CLEAN WATER DISTRICT DECEMBER 16, 1996 - PAGE 2 An additional 40 acres of shellfish growing area in Lower Hood Canal and Lynch Cove is being upgraded. It is the piece of the wedge adjacent to the area approved two months ago. There is a two week comment period and if there is no negative comments it will be reopened next week. It is located at the 18.5 mile marker and takes in the Rose Point Oyster Company. The Board noted there were only 70 surveys completed last month. It looks like the goal of 4600 - 4700 surveys completed won't be met. If next month's report reflects only 70 surveys completed the goal of 4600 won't be met. Mr. Tompkins responded a lot of owners are shutting down their residences. The number of dye tests in 1997 is increasing. Also, the no responses has risen each month. ADVISORY COMMITTEE UPDATE Sue Texeira, Lower Hood Canal Clean Water District Chairperson, questioned if the advisory committee will be meeting in 1997. There is space to meet and the advisory committee would like to meet. The next scheduled meeting is January 6. The Board commented the Lower Hood Canal Clean Water District will meet quarterly at the end of the project. The advisory committee memberships have not been renewed. It was questioned what the status of the watershed action plan. Ms. Texeira stated they still are receiving concurrence letters on the plan. By the end of the year they should have received all of them. A report will be prepared for Department of Ecology after the concurrence letters are received. They are anticipating a final newsletter will be distributed. Also,they would like to be active in determining where the balance of funds will be spent. There are still eight members that are active. Chairperson Hunter concurred that the advisory committee members should meet with the new commissioners at the beginning of the year. There is still testing to be completed;repairs being finalized;and funds being received. The staff availability will be limited. It was noted the Totten-Little Skookum Clean Water District Advisory Committee stopped meeting when the quarterly schedule started in August. The surveys were completed in June and then they met for a couple more months. Cmmr. Faughender/Cady moved and seconded to extend the advisory committee meetings through the first quarter of 1997. Motion carried unanimously. C-aye; F-aye; H-aye. The Board commented the ending fund balance was overestimated with the ongoing inspections. Ms.Texeira reported the advisory committee will re-evaluatethe funds and come back with further recommendations as to where the money could be directed. The Board stated the long term decision of expenditure of funds will be decided by the new board members after the beginning of the year. CONSERVATION DISTRICT REPORT Chad Stussy, Mason Conservation District, reported on the activities from the District for the last month. Landowners Assisted - 34; Farm plans completed to date - 14; Farm plans in process - 3; Technical assistance to landowners- 20; Best management plans completed- 139; Best management plans implemented- 48. • LOWER HOOD CANAL CLEAN WATER DISTRICT DECEMBER 16, 1996 - PAGE 3 It was questioned how long it will take to complete these activities. Mr. Stussy responded it averages one month to complete a farm plan. The Lower Hood Canal Clean Water District grant was written to have 50 best management plans completed. They are two away from that figure. This program is scheduled to go for another year. PUBLIC COMMENT Greg HasBrouck, septic installer,expressed his dissatisfaction with the budget cuts for the new year and the loss of current environmental health specialists. The Board pointed out the unions have criteria for bumping for equivalent job.descriptions. Also, the Board met for two hours with the union and Human Resources discussing this issue.
