The Lower Hood Canal Clean Water District meeting was called to order at 1:34 p.m. by Chairperson William O.
Hunter.
APPROVAL OF MINUTES
Cmmr. Faughender/Hunter moved and seconded to approve the October 21, 1996 minutes as circulated.
Motion carried unanimously. C-absent; F-aye; H-aye.
CORRESPONDENCE
LOWER HOOD CANAL COMMERCIAL SHELLFISH UPGRADE
A letter was received from Bremerton-Kitsap County Health District congratulating the County in upgrading the
portion of Lower Hood Canal for commercial'shellfish,harvesting.

SURVEY UPDATE
Inspections completed in October- 107
Inspections to date- 4,392:
Identified Failures in October- 6
Failures to date- 474
Repairs completed in October- 15
Repairs completed to date- 332
Refused access to date- 472
No response/no contact to date- 171
Refusal rate- 12% (Refused access and no response categories added together)
Failure rate- 11%
It is anticipated there will be 30 - 40 parcels which they will not be able to inspect at the end of the year, due to
owners being part-time residents. They will have to be dealt with next summer.
The Board questioned if they will complete 4600 - 4700 inspections completed at the end of the year.
Mr. Tompkins responded over the next two months they will have 100 - 120 each month so they anticipate 4600
completed by the end of the year. Also the 30 - 40 parcels inspected next summer.
It was noted the projection of 5220 parcels was made at the beginning of the program in 1994. They anticipate the
figure will be higher by the end of this year.
FINANCIAL REPORT
Mark Tompkins, Program Manager,presented the assessment information.

1994 - 98% paid
1995 - 90% paid; turned over to Treasurer first part of November 1996.
1996 - 84% paid
Cmmr. Faughender estimated there will be approximately$100,000 at the end of the program.
Mr. Tompkins responded that would be a high projection. He commented there will be repair work to be completed
and also a newsletter to go out.
Sue Texeira,Lower Hood Canal Clean Water District Advisory Board Chair, questioned if there is a target date to
complete the program.
Mr. Tompkins responded the surveys will be completed by the end of December 1996. The collection of the money
will continue until collected. It will be turned over to the Treasurer eventually. Repairs should be completed by
next year.
Dodie Schmitz, Advisory Board, asked if they will receive the status report requested from the advisory board
meeting to list how many of the identified failures had an approved design; how many in progress.
Mr. Tompkins stated there were also repairs being completed after the survey was done in Totten/Little Skookum
Clean Water District. The information is put into a database. There is an action date for items to be completed.
If the action date is passed without work completed the next step is taken. He stated they should be able to prepare
the report on how many design systems are on file; how many systems waiting to be installed;how many systems
waiting for design.
There is a substantial number of parcels which have systems that are waiting to be installed when the weather
conditions are improved.
Cmmr. Faughender asked if there is an update on the testing of the current closed area.
Mr. Tompkins responded he has not received a copy from the State Department of Health/Shellfish. He spoke with
Don Melvin of that department after the first two series of testing in the Lynch Cove. He understood from the
middle of Belfair park west,the water quality is exceptional. There are two or three stations from the middle of the
park towards Belfair in front of commercial establishments which had high counts and an investigation needs to be
completed to determine what is happening. One establishment has a failure and pumping is to be done on a regular
basis. The ground could still be saturated with sewage since there isn't a system in and it could take a couple of
months until the count drops down.The Health Department will investigate to determine if there is some other factor.
A couple of the commercial establishments are being repaired.
Cmmr. Faughender asked if the trend continues if part of the Lower Hood Canal could be left open.
Mr. Tompkins responded, yes. He understood there are two stations which have high counts and the State
Department of Health will bracket those areas so they can receive accurate data.
Chairperson Hunter asked about the South Shore of Hood Canal.
Mr. Tompkins stated there is a little bit left on the south shore.
Ms. Texeira asked if the State Department of Health has committed to reporting the counts to the County on a
regular basis.

Mr. Tompkins commented the reports come sporadically for Lower Hood Canal, Oakland Bay, Totten/Little
Skookum and Case Inlet. Some places are monitored every other month, some are monitored monthly.
ADVISORY COMMITTEE UPDATE
Sue Texeira, Lower Hood Canal Clean Water District Advisory Board Chair, reported the advisory board is
concerned about response on recommendation from the October 7 letter on the "no refusal/no response."
It was recommended to follow the O & M program policies.
The Board noted the O &M program has not gone to public hearing and it has not been approved by the Board of
Commissioners. A hearing has been set.
Ms. Texeira noted they are short two members on the advisory board.
The Board expressed they would like to have the positions filled.
The Advisory Board also asked if there is a recommendation for meetings after the first of the year. They would
still like to convene to work on the watershed plan.
The Board stated it is unclear how much staffing time is available. It will need to be worked out.
Ms.Texeira stated the Advisory Board reviewed the concurrence surveys sent out. The members are analyzing which
were implemented. At the next meeting they will be reporting on the action completed and action missing. They
hope to have a report at the December meeting.
Dodie Schmitz commented;they are the overseer of the implementation of the watershed action plan. They divided
the program into sections to report. She understood they have the power per RCW to form watershed committee,
to change or alter some of the actions which may not be meaningful or changes have occurred. They will report
at their December meeting., They will also have recommendations on implementation of the watershed plan.
She invited the Commissioners to provide input at their meeting.
In implementing the watershed action plan she provided copies of news articles on potable water from the Hurse
newspaper. The articles discussed drinking water and ground water. Part of the watershed actions are to preserve
and protect the potable water, and not just the saltwater. The quantity as well as potability which might be of
interest.
She encouraged the Board to continue to pursue protecting water quality and quantity in the County.
MASON CONSERVATION DISTRICT
Chad Stussy,Mason Conservation District,reported 32 land owners assisted; 13 farm plans completed;2 farm plans
written and waiting for signatures; 3 farm plans in process; 2 farm plans reactivated; 18 landowners provided
technical assistance; 128 best management practices(bmps) plans; 40 bmps implemented.
The displaced fisher crew is under way. There are approximately 47 different projects planned for the crew. In the
Lower Hood Canal there are 6 landowners willing to involve the displaced fisher crew to assist with implementation
of bmps.
