HomeMy WebLinkAbout1996/10/21 - Lower Hood Canal CWD LOWER HOOD CANAL CLEAN WATER DISTRICT OCTOBER 21, 1996 ATTENDANCE: Mary L. Faughender, Commissioner William O. Hunter, Chairperson Mary Jo Cady, Commissioner The Lower Hood Canal Clean Water District meeting was called to order at 1:34 p.m. by Chairperson William O. Hunter. APPROVAL OF MINUTES Cmmr. Faughender/Hunter moved and seconded to approve the 9-16-96 minutes as circulated. Motion carried. F-aye; H-aye; C-abstain. CORRESPONDENCE A letter has been received from the Department of Health announcing the decision to reclassify certain portions of the commercial shellfish growing area in Lower Hood Canal from restricted to approved. A letter has been received from the Lower Hood Canal Clean Water District Advisory Board regarding the Mason County Department of Health Services 1997 budget. Also a letter received from the advisory board regarding refused access or non-response to requests for inspection/testing of on-site septic systems. STAFF REPORT - SURVEY UPDATE Mark Tompkins stated he didn't have the monthly totals but reported on the cumulative amounts through September, 1996. Inspections Completed- 4285 Refused Access- 422 No Contact- 162 Failures - 470 Repairs Completed- 317 The surveys are scheduled for completion at the end of the year. Cmmr. Cady referred to a homeowner on the north shore who state they have paid the assessments but haven't been contacted as to whether they have been tested or any results. Mr. Tompkins asked for the name and will check on that. Cmmr. Faughender asked about the 1995 payments. Mr. Tompkins stated they are in the process of turning them over and will be done by the end of the month. Mr. Tompkins noted they are working on Saturdays to complete the surveys. FINANCIAL REPORT Mr. Tompkins presented the financial report. He explained some households were originally billed but it was discovered they did not belong in the Lower Hood LOWER HOOD CANAL CLEAN WATER DISTRICT OCTOBER 21, 1996 - PAGE 2 Canal watershed so were removed from the billing system. In 1996 a large number of people were identified in the survey process that were not coded in the Assessor's information as having a septic system. They received the 1996 billing only. Cmmr. Cady asked if that billing was for the entire three-year period. Mr. Tompkins replied no, one year only. Cmmr. Cady expressed concern with that and she asked how many homeowners are involved. Mr. Tompkins will obtain that information. Cmmr. Faughender referred to net supplements- cancels on the report and asked what that is for. Mr. Tompkins answered those were people billed by mistake, usually due to no septic. Wayne Clifford will gather more information on what made up the cancellation figures. Mr. Tompkins reviewed the financial reports. Cmmr. Cady requested that in the future, the financial information be made available to the Board a week in advance. ADVISORY COMMITTEE UPDATE Sue Texeira, Chairperson, referred to the letter from the advisory board regarding the lab budget. Cmmr. Hunter noted that currently the plan is to budget the lab for half time. Cmmr. Faughender explained that half the work the lab is doing is for the clean water district work which will be completed. There was discussion about other possible work for the lab. Brad Banner is studying what possibilities there are. Ms. Texeira referred to the refused access properties and having the property title somehow tagged. Cmmr. Faughender asked if the advisory board has discussed what to do about the property owners that the county has not been able to contact. Ms. Texeira will take that back to the advisory board. Cmmr. Hunter asked if the no-contacts have paid the assessments. Mr. Tompkins will cross check that. They have received a certified letter that has been signed for. WATERSHED ACTION PLAN Ms. Texeira referred to the watershed action plan. She stated Warren Dawes has talked to their group and he would like a county-wide organization. She stated at their next meeting they are going to have a DOE representative speak and give them ideas on how to do that. There was discussion on the various possibilities and who would sit on the board. LOWER HOOD CANAL CLEAN WATER DISTRICT OCTOBER 21, 1996 - PAGE 3 Wayne Clifford will compile the information from the watershed plan questionnaires that have been returned. CONSERVATION DISTRICT Chad Stussy,Mason Conservation District,reported the total number of landowners that have been assisted in Lower Hood Canal is 32,have completed 12 farm plans,3 are in process,technical service to 17 landowners,total 121 Best Management Practices planned and 39 Best Management Practices implemented. WATER QUALITY LAB Harry Martin stated he talked to Scott Hilburn about the city using the Water Quality lab. He asked if the county could advertise the lab. Cmmr. Cady noted Brad Banner is surveying to find out the needs and uses of the lab. Cmmr.Cady explained the Water Quality Department will not be shut down. Although the clean water district work is coming to an end, there are other water quality functions that still need to be done in the county. APPEAL CONCERN Weldon Whitmore asked what type of testing the lab does. Cmmr. Hunter replied the lab tests well water,not shellfish water. He explained to Mr. Whitmore that if he is here regarding a specific appeal,there is an appeal process,which he explained. Mr. Whitmore stated he has submitted an appeal on a septic system but still has concerns. Mark Tompkins explained the process to date on this appeal. Cmmr. Faughender referred Mr. Whitmore to meet with the Health Department. The Board cautioned Mr. Whitmore that they cannot hear any information in case the appeal goes before the Board at a later date.
