The Lower Hood Canal Clean Water District meeting was called to order at 1:30 p.m. by Chairperson William O.
Hunter. Commissioner
APPROVAL OF MINUTES
Cmmr. Faughender/Hunter moved and seconded to approve the August 19, 1996 be approved as submitted.
Motion carried. C-absent; F-aye; H-aye.
CONCURRENCE WITH COUNTY COMMISSION ACTIONS
9/10/96 Board adopted the Clean Water District Policies & Procedures
Cmmr. Faughender/Hunter moved and seconded to concur with the action taken by the Board of County
Commissioners on September 10, 1996. Motion carried. C-absent; F-aye; H-aye.
STAFF REPORT
Mark Tompkins reported on activities for the month of August.
Inspections Completed in August - 112
Cumulative Total Inspections - 1,448
Failures Identified in August - 7
Cumulative Total Failures - 462
Access Refused- 400
No Contact- 129
Refusal Rate - 10%
Failure Rate- 11%
The Board asked for a report on the repair season which is coming to an end.
Mr. Tompkins responded the last three months they have averaged 20 repairs per month. They will probably have
repairs through the middle of October.
The repair at Park Place seems to have been ongoing for a long time.
Mr. Tompkins stated he will be in contact with the State Department of Health, which oversees the repairs, to
determine what is happening.
There is another large system in the district which has been taken off line and not being utilized anymore. The
owner is in the process of getting a permit and looking at the cost associated with that. The system is supposed to
be capped and on a pumping schedule. The last time the repair person was on-site it was not complete and there
was going to be a follow-up. None of the hook-ups were in use at the time. There was still a possibility of using
a dump station.
The Board commented they understood the four large repairs would be completed and the State Department of Health
could start their 30 test cycle.
Mr. Tompkins stated of the four systems; one has been repaired and completely signed off. The Park Place Market

system is under the State Department of Health jurisdiction has had its system installed;and will be followed up with
a phone call to the State. The other two are supposed to be having their tanks capped and on a pumping schedule.
One business has been closed by the owner and all that is connected to the system is a residential structure. Once
the systems have been capped the local Health Department can ask the State Department of Health to come in and
test.
The Board asked to be notified when the four systems have complied with the requirements locally.
FINANCIAL REPORT
Mr. Tompkins noted there are no July financial reports. The fiscal clerk has been busy with audits with all the
Health Department programs.
The account information for 1994- 1996 was submitted. The 1995 assessments will be turned over to the Treasurer
the end of September.
Cmmr. Faughender expressed concern if the fees are not collected soon the Clean Water District will have a difficult
time collecting the $62,000 due in 1996 and the $33,000 due in 1995. By the end of the year they will have
completed the testing. It is unclear if the Clean Water District will run out of money and go into a deficit or not.
It won't be easy to have the people to give the money after the project is complete.
Mr. Tompkins responded the process has been the homeowners are given a year to pay their accounts. The 1996
will not go to the Treasurer until the next year. Part of the program will continue on into 1997. The repairs will
be ongoing and the Conservation District work will be ongoing.
ADVISORY COMMITTEE UPDATE
Sue Texeira,Lower Hood Canal Clean Water District Advisory Board Chair, stated the advisory board is ready to
have a public release on the survey program.
She noted a budget has been put together by Bob Hagar for any left over money within the District. Part of the
budget includes the Conservation District which is budgeted elsewhere. Some items in the budget are a last
newsletter; homeowner workshop for on-site septic systems; fresh water quality monitoring; continuing on-site
inspections; provide information.
The Advisory Board is proposing to come up with a list of non-complying residents and some recommendations for
participation. They are still working to have every system inspected by the end of the year.
There was discussion about the restricted area being reopened. She hoped there would be an upgrade in a couple
of weeks.
Cmmr. Faughender asked if the questionnaires have gone out to the agencies about the watershed plan.
Ms. Texeira responded they were sent out and are due back by the end of the month.
Chairperson Hunter interjected the County pays unemployment in a different manner than private business. The
unemployment is paid at the end of severance for the cost of each employee.
MASON CONSERVATION DISTRICT
Chad Stussy, Mason Conservation District, introduced himself as a new employee of the Conservation District.
He reported there hasn't been a lot of change in the farm plans and BMP's due to the change in administration.
Mr. Stussy stated he will be the liaison between the Conservation District and the public. He will be assisting on

the Lower Hood Canal Clean Water District. It is a team effort.
Sue Hayward,Conservation District,interjected Mike Madsen will remain the lead person on the Lower Hood Canal.
She and Mr. Stussy will be working part time in the Lower Hood Canal Clean Water District to form a team.
PUBLIC COMMENT
Harry Martin reported they have been using a little neighborhood peer pressure to complete an inspection on the
waterfront.
Chairperson Hunter asked for a breakdown of upland vs. waterfront owners who have refused access.
Mr. Tompkins stated he could get this information.
Guy Parsons asked if the failures include the marginal systems.
Mr. Tompkins reported it only includes those which have failed and need to have the system fixed.
ADJOURNMENT
The meeting adjourned at 1:59 p.m. due to no further business.
