LOWER HOOD CANAL CLEAN WATER DISTRICT
AUGUST 19, 1996

The Lower Hood Canal Clean Water District meeting was called to order at 1:34 p.m. by Chairperson William O.
Hunter.
Cmmr. Cady/Faughender moved and seconded to approve the July 15, 1996 minutes as circulated. Motion
carried unanimously. C-aye; F-aye; H-aye.
STAFF REPORT
Mark Tompkins presented the staff report for the month ending July.
Inspections Completed in July - 171
Cumulative Inspections Completed- 4,034
Refused Access- 372 (This is a total of the no contact and refused access).
No Contact- 109
Failures Identified in July - 10
Cumulative Failures Identified- 455
Repairs Completed in July - 20
Cumulative Repairs Completed- 276
Total Unrepaired(455 - 276) - 179
It was reported the staff worked the past Saturday. One staff member will work the 31st of August for seasonal
residents only out on weekends.
FINANCIAL REPORT - JUNE
Mr. Tompkins reported on the revenues received for the month of June.

The expenditures for the month of June were discussed also.

ADVISORY COMMITTEE UPDATE
Sue Texeira, Lower Hood Canal Clean Water District Chair, reported on the meeting with Washington State
Department of Ecology, Don Melvin. They discussed public release and will be coming up with a proposal.
Cmmr. Cady mentioned what is done with the left over funds has been a controversial subject on the Totten/Little
Skookum Clean Water District. She suggested they begin thinking about it.
Chairperson Hunter interjected the funds are to be spent in a specific manner and it isn't totally up to the water
district's discretion. He noted if staff are to be laid off there could be a substantial amount of expenditure to pay
for the unemployment. It could be premature to address left over funds until the inspections are complete.
Cmmr. Faughender asked the Advisory Board how to address those owners who have not paid and the program is
completed and there are funds left over. Why should they have to pay for the assessments?
MASON CONSERVATION DISTRICT
The following report was submitted on behalf of Mike Madsen,Conservation District,who could not be present due
to another commitment.

Best Management Practices(BMP's) Planned- 107
BMP's Implemented- 33
The Kitsap farm plan is not completed. There is technical work being accomplished by the Natural
Resource/Conservation Service. There are two new cost share projects ready for implementation. The Mason
County's displaced fisher's'crew will be in place by October 1, 1996. There are six Lower Hood Canal projects
which are to be addressed within the first six months of the displaced fisher's crew grant.
The Board asked what happened to the displaced loggers.
There was discussion that they could be combining the programs.

The meeting adjourned at 2:07 p.m. due to no further business.
