The Lower Hood Canal Clean Water District meeting was called to order at 1:30 p.m. by Chairperson William O.
Hunter. Chairperson Hunter left the.meeting early to attend a funeral.
APPROVAL OF MINUTES
Cmmr. Faughender/Cady moved and seconded to approve the June 17, 1996 minutes as corrected. Motion
carried unanimously. C-aye; F-aye; H-aye.
CORRESPONDENCE
A copy of Don Melvin,Washington State Department of Health,comments to Harry Martin on the reevaluating and
upgrading of the commercial shellfish classification in Lower Hood Canal.
STAFF REPORT
Mark Tompkins submitted a graph giving an update on the planned vs. actual surveys.

The percentage of refusal rate has increased since last month. It was reported a lot of the seasonal owners had their
systems inspected this last month.
The Board questioned about dye testing in the dry months.
Mr. Tompkins responded they only dye test for seasonal owners in the summer months. They are still finding
failures with the dye testing during the dry season.
There has been $15,000 budgeted as surplus for the end of 1996, provided there is a 90% collection rate on the
current year's assessments.
ADVISORY COMMITTEE UPDATE
Harry Martin,Advisory Board Member,recommended the three alternates serving on the Lower Hood Canal Clean
Water District Advisory Board be appointed regular members. Douglas Neyhart, Richard Medeiros and Bill
Broughton.
Cmmr. Cady/Faughender moved and seconded to appoint Douglas Neyhart, Richard Medeiros and Bill
Broughton as regular members on the advisory board. Motion carried. C-aye; F-aye; H-absent.
Sue Texeira,Chair of the Lower Hood Canal Clean Water District Advisory Board, informed the Board at the last
clean water district meeting they discussed the operation and maintenance program and public release of the program.
They are formulating some ideas and will be coming back to the Board:

Washington State Department of Health representative Don Melvin will be at the next advisory board meeting on
August 5. The Board Members were personally invited to attend the meeting.
Board Member Cady announced the Operation and Maintenance Program is a county-wide plan which will be
administered by the Health Department. The first emphasis is creating a database of homes to be targeted. Because
the Lower Hood Canal Clean Water District has had inspections completed,it will not be the first area to be targeted.
Bob Hagar,Advisory Board Vice-Chair,interjected they would like to initiate a voluntary program for the operation
and maintenance program as soon as possible.
Dodie Schmitz,Advisory Board, expressed a desire to complete the watershed action plan. She asked the County
to look into a national organization referred to on Channel 7 that helps small communities identify potable water.
Board Member Cady added the State has been working on mapping all the aquifers within the state.
CONSERVATION DISTRICT REPORT
Mike Madsen reported the Mason County Conservation District has been in operation for 40 years. They have ten
farm plans completed. Best Management Plans total 98 of which 31 have been implemented.
He reported they have their first plan in Kitsap County. There are 36 farms in Kitsap County in the watershed area.
