LOWER HOOD CANAL CLEAN WATER DISTRICT

The Lower Hood Canal Clean Water District meeting was called to order at 1:30 p.m. by Chairperson William O.
Hunter.
APPROVAL OF MINUTES
Cmmr. Faughender/Hunter moved and seconded to approve the May 20, 1996 minutes as circulated. Motion
carried. C-abstained; F-aye; H-aye.
CONCURRENCE WITH COUNTY COMMISSION ACTIONS
5/21/96 Board reappointed Robert Hagar to LHCCWD Advisory Board
6/04/96 Board reappointed Sue Texiera to LHCCWD Advisory Board
Cmmr. Cady/Faughender moved and seconded to concur with the County Commissioner action. Motion
carried unanimously. C-aye; F-aye; H-aye.
There was discussion that several members' terms will be expiring in July and some may ask for reappointment.
STAFF REPORT
Mark Tompkins reported on the planned and actual surveys.
Inspections Completed in May - 76
Cumulative Total Inspections Completed- 3,751
Failures Identified in May - 13
Cumulative Failures Identified- 431
Repairs Completed in May- 6
Cumulative Repairs Completed- 236
It was noted there are currently 36 systems waiting to be installed;and 30 residences posted for non-occupancy on
the repairs.
Those who have refused access total 324; no-contact(all attempts to contact have had no response)61; refusal rate
is 7.4%.
They still anticipate completing the project by the end of the year.
The Board was presented with information on the Lower Hood Canal Assessments for years 1994 - 1996.

$34,223.67 spent on salaries,benefits, supplies, and other services.

ADVISORY COMMITTEE UPDATE
Sue Texeira, Advisory Board Chair, reported the Advisory Board discussed at their last meeting about growth
management and watershed action plan implementation. They believe it is important to send a letter to those who
have complied and how they need to proceed.
She asked for the Board's comment on the watershed action plan.
The Board stated they will meet with Health Services on this issue.
Harry Martin, Advisory Board Member, added there will be advisory board members going off the Board at their
request at the end of their term. The Advisory Board will be asking the Commissioners to move the three alternates
to fill vacancies.
Board Member Cady referred to'the June 17, 1996 article in the Olympian about septic system checks in Thurston
County. One of the Thurston County Commissioners has refused to let the Health Services inspect her septic system.
Warren Dawes commented Thurston County did consider changing their ordinance to include administrative search
warrants. They decided not to go forward with that at the last minute. What was proposed had never been tested.
Brad Banner, Health Services Director, noted his appreciation to the County Commissioners approach in moving
ahead to an operation and maintenance program.
CONSERVATION DISTRICT REPORT
Mike Madsen, Conservation District, announced the award of two grants totaling $1.0 million. They have been
informed by USDA they will be putting a full time soil conservationist in the Shelton office.
Conservation District will also be adding another staff member for a total of six.
He reported they have assisted 27 landowners. There are a total of nine farm plans completed;and are in the process
of working four other landowners to complete farm plans.
They have a total of 94 best management plans (BMP); of which 22 have been implemented to date.
One grant is from Department of Natural Resources Jobs for Environment;and a grant from Department of Ecology
for work in Oakland Bay.
