Hunter, Chairperson The Lower Hood Canal Clean Water District meeting was called to order at 1:30 p.m. by Chairperson William O. Hunter. Commissioner Mary Jo Cady was absent attending a transit convention out of state and therefore excused. APPROVAL OF MINUTES Cmmr. Faughender/Hunter moved and seconded to approve the April 15, 1996 minutes be approved as circulated. Motion carried unanimously. C-absent; F-aye; H-aye. CORRESPONDENCE None CONCURRENCE OF COUNTY COMMISSION ACTIONS None STAFF REPORT Mark Tompkins, Program Manager, gave a report on the planned versus actual surveys for April 1996. Inspections Completed in April - 132 Cumulative Inspections- 3,675 Refused Access- 317 (shows increase) No Contact-42 (The Health Services has gone through door knocking,phone calling,certified letter and there was still no response) Refusal Rate - 6.9% Identified Failures in April - 12 Cumulative Failures Identified- 418 Repairs Completed in April - 22 Cumulative Repairs Completed- 230 He noted there are 37 systems waiting to be installed. The weather hasn't cooperated yet. In addition,there are 36 homes which have been posted for non-occupancy. The Board inquired if there is a hardship on a lot of people. Mr. Tompkins responded most are seasonal residents and the owners don't want to deal with it at the present time. There have been a few individuals which have refused to comply with the requirements of repairing the septic system. FINANCIAL REPORT Mr. Tompkins discussed the Lower Hood Canal Assessment Information chart. He explained in 1994 Trails End Lake as well as portions of Alderbrook was not part of the original assessment. They were canceled out and the assessment is corrected. Through Friday,May 17, 1996 the County has collected 31%of the 1996 assessment. There has been 80%of 1995 assessments collected and 96.5% collected for 1994. LOWER HOOD CANAL CLEAN WATER DISTRICT MAY 20, 1996 - PAGE 2 Revenue received in March 1996 -- $33,962.59 Current Year to Date Revenue-- $92,554.01 Expenditures in March 1996 -- $35,367.01 The Board asked when the 1996 fee was billed. Mr. Tompkins reported it was two and a half weeks ago. The original printout was delayed to correct an error. They went out a week later. The due date on the bill is the end of the month. The Board asked if the staff is falling behind on the survey inspections. Mr. Tompkins noted they anticipate completing 5,220 inspections which includes the no responses. They are on schedule to complete the surveys by the end of the year. A question was raised if dye testing is currently being conducted. The Board was advised they are dye testing. Most dye testing will be seasonal owners who are only on-site during the summer. They will be scheduling for dye testing over weekends. The Board was advised one survey person is out on medical leave for one month so the are down to four surveyors. ADVISORY COMMITTEE UPDATE Bob Hager, Lower Hood Canal Clean Water District Advisory Board Vice-Chairperson, announced there are six individual's whose terms are up for renewal the end of June. Harry Martin,Lower Hood Canal Clean WaterDistrict Advisory Board,submitted Bob Hager's application and asked that the Commissioners reappoint him to the Clean Water District Advisory Board. Mr.Hager stated the advisory board is preparing to accomplish the monitoring responsibility for the watershed action plan which was discussed at the last meeting. They are putting the planning together which should be ready by October of this year. The advisory board is satisfied with the survey progress. Particularly the plan to have the state re-test the water by September. They understand there are a number of repairs which must be completed before the testing is accomplished. They are concerned with the 300+locations where the owners have refused inspections. There are 46 which are on the shoreline. The large number of refusals inhibits the ability to show they have accomplished the intent of the inspection program. Most of the residents in the watershed area have paid their assessment and allowed the County to come in and inspect. The inspection program is planned to be completed by December. They need to determine how the problem of refusals will be addressed. Cmmr. Faughender stated it is interesting to see the number of people that have refused to pay assessment is lower than the percentage which have refused access. Mr.Hager recommended there be some action for those who have refused access. Also,he asked when an operation and maintenance program will be in place so they don't have to go through this type of inspection program again. Mr. Martin recommended the staff make a personal contact for the refusals to inform them of the intent of the program. Mr. Hager invited the Commissioners to attend the next advisory board meeting at the Theler Community Center on the first Monday of the month. MASON CONSERVATION DISTRICT REPORT Mike Madsen, Conservation District, reported they have completed two additional farm plans. They have offered technical assistance to land owners for a total of 23 land owners. They now have 77 Best Management Practices (BMP's) which have been designed and planned to be put in place. Of that number, 16 have been implemented. In the last two weeks they have put in 3000 linear feet of riparian fencing with the participation of displaced fisher's grant. They also provided cost share money from the grant. They believe that is a valid product from what they have been trying to accomplish. The long term agreement(LTA) with the Farm Services Agency has been given tentative approval amounting to approximately$15,000. , Cmmr. Faughender asked if any work is being conducted in Kitsap County. Mr. Madsen stated they have had no response from Kitsap County. They met with the chair of the Conservation District as well as the district manager. They hope with the cost share money they will have more involvement.
