Hunter, Chairperson Mary Jo Cady, Commissioner The Lower Hood Canal Clean Water District meeting was called to order at 1:34 p.m. by Chairperson William O. Hunter. APPROVAL OF MINUTES Cmmr. Faughender/Hunter moved and seconded to approve the March 187 1996 minutes as circulated. Motion carried unanimously. C-absent; F-aye; H-aye. CONCURRENCE OF COUNTY COMMISSIONER ACTION Mark Tompkins presented items from the last two months. 1/30/96 - Motion to set the public hearing to consider assessments for the third year for the Lower Hood Canal Clean Water District on 3/4/96 at 7:00 p.m. at the Belfair Fire Hall. 4/09/96 - Motion to accept the advisory board recommendation and establish the third and final year of the Lower Hood Canal Clean Water District assessments as presented. Cmmr. Cady/Faughender moved and seconded to concur with the County Commission action presented by Mr. Tompkins. Motion carried unanimously. C-aye; F-aye; H-aye. STAFF REPORT Inspections Completed in March 141 Failures Identified 10 Repairs Completed 11 Cumulative Total Inspections 3,551 Refused Access Totals 281 Mr. Tompkins noted they were unable to contact eight people after sending out three letters (one of which was certified); knocking on doors twice; and making three phone calls. There are 80 more people they are waiting for responses from certified letters sent out which increases the refusal rate. If the refused access and no contact totals are combined it would be 5.5%. The failure rate is at 11.5% Cmmr. Cady asked if the 198 failures are in the process of repairs. LOWER HOOD CANAL CLEAN WATER DISTRICT APRIL 15, 1996 - PAGE 2 Mr. Tompkins stated most of them are in the process of repair. There are over 30 which are designed and approved and waiting to be installed. There are a number of individuals too which are out of the area and haven't dealt with their system at this time. Cmmr. Faughender asked if they will be extending the program to January 1997. Mr. Tompkins stated the 5,221 includes everyone in the district. The people.who say no are not on the chart. If the people who have refused access to the number they would be above where they are supposed to be. It just includes households which they have actually inspected. It was noted the billings are being printed and will be mailed this week. Chairperson Hunter asked if it is very clear this is the third and final year of the billing. He felt there would be a better response on the payments. It was noted there are still 233 outstanding parcels for 1994 and 1,266 people who have not paid in 1995. The 1995 people have not been referred to the Treasurer at this time. In June these will be reviewed to refer over to the Treasurer for the lien process. FINANCIAL REPORT Mr. Tompkins referred to a handout on the revenue and expense report for Water Quality budget and Lower Hood Canal Clean Water District budget. ADVISORY COMMITTEE UPDATE Sue Texeira, Lower Hood Canal Clean Water District Advisory Board Chair, thanked the Board for adopting the 1996 assessment. The next concern is the continuance of the watershed plan and support of the County Commissioners. . Al Adams asked about the implementors of the watershed action plan. There was a statement that there is no written document which shows the Lower Hood Canal Clean Water District is the implementer of the watershed action plan. Cmmr. Faughender stated the County Commissioners signed the plan and therefore took action to establish the implementor. Mr. Adams noted the clean water district was perplexed and wanted to clarify this issue. He read out of the watershed action plan chapter 4-3, page 3. Chairperson Hunter voiced his interpretation is the advisory board is the implementor of the watershed action plan. What it involves beyond the monthly meetings is unclear. I ' LOWER HOOD CANAL CLEAN WATER DISTRICT APRIL 15, 1996 - PAGE 3 CONSERVATION DISTRICT REPORT Mike Madsen, Mason Conservation District, reported during the last month they did not do any additional farm plans. There are five (5) Farm Plans completed and five (5) which are underway. They were able to implement four (4) new best management practices (BMP's). There is a total of 11 BMP's in place. Two are a result of a volunteer crew. They have begun the engineering and survey on the Tahuya River Erosion Bank Stabilization project. This is anticipated to be complete in June. The Conservation District was awarded a $20,000 grant for cost share Lower Hood Canal Watershed landowners. ADJOURNMENT The meeting adjourned at 1:57 p.m. due to no further business.
