The meeting was called to order at 1:30 p.m. by Chairperson William O. Hunter.
APPROVAL OF MINUTES
Held until next meeting.

None
It was noted that the Commissioners made one appointment to the advisory committee and they will get the
information as soon as available.
STAFF REPORT
Mark Tompkins,Department of Health Services/Water Quality,presented a Health Department update on the survey
progress. He handed out a packet providing graphs. In February there were 164 inspections completed which makes
the cumulative numbers of inspection 3,410.
He discussed from the graph the number of failed septics,number of septics left to be inspected,number of refusals
of inspections, number of repairs.
Certified letters were sent to people who they were unable to make contact with by phone or in person. They will
wait two weeks for a response from those persons.
Cmmr. Faughender inquired what replacements of septic meant and if it was different than a repair.
Mr. Tompkins answered that it was a way of saying how the system was repaired according to the graph and the
data they have collected.
Cmmr. Hunter asked about the criteria used in the miscellaneous section of the graph.
Mr. Tompkins responded that any system within 100 feet of the surface water such as ponds, creeks, streams and
standing water are the criteria for miscellaneous.
Cmmr. Faughender commented that the 1994 Lower Hood Canal Clean Water District assessment outstanding
percentage is similar to the 1993 Totten Little Skookum Clean Water District assessment for the same period of time.
Mr. Tompkins discussed the assessments from the survey information sheet he handed out.
Cmmr. Hunter questioned the difference of refusal rate between Totten/Little Skookum at 12.7% and Lower Hood
Canal at 5%.
Mr. Tompkins explained the difference was because there was still more work to be done and refusal rates also
included non contacts or the owner said no.
The assessments slowly trickle in and are based on the amount of money minus the net supplement minus the
cancellations.

Mr. Tompkins noted they have no reports to give at this time.
Cmmr. Faughender asked what the normal time would be to process and bill the 1996 assessment, if approved.
Wayne Clifford,Department of Health Services/Water Quality stated it would be the first of April before they could
send out the billing and it would take about two weeks. The last billing was in May of 1995.
ADVISORY BOARD
Sue Texeira,Chairperson of the Lower Hood Canal Advisory Board mentioned that newly appointed alternates and
members find out about their status to the Advisory Board from reading the Journal and hadn't received a letter from
the Commissioners. She added it would be much better to have members receive their letters before it reaches the
Shelton/Mason Journal.
Cmmr.Faughender commented that when the Commissioners approve members to boards on the Tuesdays meeting,
the media is always in attendance and their information gets out faster than the paperwork can.
The Board noted they will work on getting the letters out as soon as is possible.
Ms. Texeira noted the Advisory Board would like to see the assessments get out and the testing done as soon as
possible.
There was discussion with the public about concern of the refusal rate.
Cmmr. Hunter commented he understood the concern.
MASON CONSERVATION DISTRICT
Mike Madsen,Mason Conservation District, remarked this was the first anniversary of their grant. They will have
12 months work as of May 28, 1995.
They have completed: 5 farms plans, reactivated 2 farm plans written up earlier in 1992 and the grants helped to
implement the farm plans,2 Department of Ecology referrals,54 Best Management Practices designed and planned,
8 Best Management Practices reported as implemented,erosion control projects,one completed and one long term
agreement,a project that goes through farm services administration.
In terms of cost share they have brought in funds from U.S. Fish and Wildlife, Department of Natural Resources
monies through displaced fishers, and there are grants still outstanding. They have two workshops planned and a
third planned for June. To date.they have billed the County $14,744.43 in cost share funds which is below the
budget for 12 months of work requirement. They have received in cash/monies from Mason County$10,168.43 and
are half-way completed.
Cmmr. Faughender inquired as to whether they were doing any fencing.
Mr. Madsen answered,yes, there has been fencing implemented.
Sue Texeira asked if there was someone they work with in regards to following up on water quality complaints.
Mr. Madsen was assured from the Department of Ecology that there would be a person to go out and follow up on
water quality complaints, although he hasn't seen anyone to date.
