Hunter, Chairperson Mary Jo Cady, Commissioner The Lower Hood Canal Clean Water District meeting was called to order at 1:30 p.m. by Chairperson William O. Hunter. APPROVAL OF MINUTES Cmmr. Faughender/Cady moved and seconded to approve the December 18, 1995 minutes as circulated. Motion carried unanimously. C-aye; F-aye; H-aye. CORRESPONDENCE Phone call invitation to Commissioners and Environmental Health to attend a meeting on Thursday, February 22, 1996 at the Theler Center sponsored by William Quigley and Mrs. Kimberly Olsen. They anticipate Lower Hood Canal Clean Water District will be one topic of discussion at the meeting. CONCURRENCE WITH COUNTY COMMISSION ACTIONS 1-9-96 -- Motion to accept Lanny Zwan's resignation 1-9-96 -- Motion to appoint Ronald Wilk to replace Lanny Zwan 1-9-96 -- Motion to appoint Doug Neyhart and Richard Medeiros as Alternate Members Cmmr. Cady/Faughender moved and seconded to concur with the above County Commissioner action. Motion carried unanimously. C-aye; F-aye; H-aye. STAFF REPORT Mark Tompkins reported on planned vs. actual surveys. A straight line graph is prepared for September 1995 - December 1996 when the project is anticipatedto be complete. An additional survey staff person was added so there is a total of five individuals working on surveys. They are working on both dye tests and upland surveys throughout the year. Previously,they were performing visual surveys during the summer months; dye tests in the winter. They found there are a lot of seasonal people that need dye testing in the summer time. Inspections Completed in December- 161 Cumulative Inspections Completed-3091 (Duplicate inspections are still being found;the vacant parcels which are listed as completed inspections are being taken out which will lower the cumulative number of inspections) Failures Identified in December- 18 Cumulative Failures Identified- 370 (11.9% Rate) Repairs Completed in December- 9 Cumulative Repairs Completed- 188 Cumulative Refused Access To Date- 192 The Board asked for the percentages of failures each month by upland and waterfront. The Board also questioned how the long term goal of completion by the end of 1996 is being achieved. Mr. Tompkins noted the teams will need to complete 60 inspections which includes uplands and dye tests. It is attainable providing people will respond. Staff is door knocking, making phone calls and sending certified letters asking owners to respond. There was a question raised as to whether there are any other challenges of testing other than Ms. Olsen. LOWER HOOD CANAL CLEAN WATER DISTRICT JANUARY 22, 1996 - PAGE 2 It was noted a resident felt the flooding of his drainfield was caused by an adjacent gravel pit and he should not be required to fix his system. Health Services Department is re-testing that system. FINANCIAL REPORT - NOVEMBER 30, 1995 Revenues Fees Collected$4,062.00 Cumulative Fees Collected$254,030.71 Investment Interest Collected$779.79 Cumulative Investment Interest Collected$6,538.35 Assessment Interest Collected$292.13 Cumulative Interest Collected$3,286.15 Expenses Lower Hood Canal to Water Quality Fund $29,774.74 Cumulative Paid to Water Quality Fund $239,112.55 The Board asked for the status of the outstanding assessments. 1994 outstanding accounts$13,921.00 (approx. 276 parcels). This is a 95% collection rate. 1995 outstanding accounts$70,571.47 (approx. 1,334 parcels). This is 75% collection rate. ADVISORY COMMITTEE REPORT Sue Texeira,Lower Hood Canal Clean Water District Advisory Board Chair, stated it appears they are missing one person on the advisory board. There are thirteen(13) full-time members and four (4) alternate positions on the board. She noted they are working on the newsletter which may be ready in one week. The Board agreed the hearing for the new year's assessment should be included in the newsletter as there were some individuals last year which stated they weren't aware of the hearing.
