Watershed Management Plan for Skokomish-Dosewallips Water Resource Inventory Area 16RESOLUTION NO. 7 2 -06 Watershed Management Plan for Skokomish-Dosewallips Water Resource Inventory Area (WRIA 16) THE WATERSHED MANAGEMENT PLAN for Skokomish-Dosewallips Water Resource Inventory Area (WRIA 16) recommends strategies to address water quantity, quality and habitat within the watershed, to guide in future water resource planning for people, streams, fish and habitat. WHEREAS, Watershed Planning Act RCW 90.82 provides the basis for developing and adopting watershed plans in the Water Resource Inventory Areas of Washington state. WHEREAS, in February 2000 Mason County executed an intergovernmental agreement for watershed planning in the Skokomish-Dosewallips Watershed, designating Mason County as the watershed planning lead agency. Other initiating government signators included Jefferson County, the Skokomish Indian Tribe, and Mason County PUD 1. Washington State Department of Ecology was also a signator. The agreement established the Planning Unit, and provided for the participation of county, tribal and state agencies and other entities, as well as community, development, environmental, and recreational interests and individuals. It also identified state grant funding sources for planning, and laid out the process in accordance with RCW 90.82. WHEREAS, the Planning Unit conducted studies and identified key issues, then developed recommendations addressing water quantity, water quality, and habitat in the WRIA 16 watershed. WHEREAS, the watershed planning process provided ongoing opportunities for involvement and input from the initiating governments, agencies, groups and individuals. The process also included three public Watershed Planning Open House events in Brinnon, Union and Hoodsport, to receive further public input and share information on the Watershed Plan. WHEREAS, the WRIA 16 Planning Unit adopted the Watershed Management Plan for Skokomish-Dosewallips Water Resource Inventory Area (WRIA 16) on May 11, 2006. WHEREAS, a SEPA Determination of Non -significance which adopted the statewide Final Environmental Impact Statement for Watershed Planning under Chapter 90.82 RCW was issued on June 22, 2006. The final SEPA comment date was July 6, 2006. One public comment was received. WHEREAS, The Board of Mason County Commissioners held a public hearing on June 27, 2006 to hear public comment on the watershed management plan. A public hearing for the same purpose was held by the Board of Jefferson County Commissioners on July 3, 2006.
