October 22, 2013
Attendance: Randy Neatherlin, County Commissioner;; Terri Jeffreys. County Commissioner; Scott Hilburn,
Hospital District #1; Peggy VanBuskirk, Hospital District #2; Frank Phillips, Fire Commissioner; Mike Olsen, City
of Shelton Commissioner. Absent: Tim Sheldon, County Commissioner
1. The Chairperson called the meeting to order at 3:32 p.m.
2. Correspondence - Letter from Public Health District #1 naming Scott Hilburn as their primary
representative and Terry Megiveron as the alternate representative
3. VanBuskirk/Hilburn moved and seconded to adopt the agenda as published. Motion carried
unanimously.
4. Phillips/VanBuskirk moved and seconded to adopt the regular meeting minutes of September 24,
2013 as presented. Motion carried unanimously.
5. Vicki Kirkpatrick and Lydia Bucheit led the discussion on the Community Health Improvement Plan
(CHIP). The components include eating for health, building an environment that supports health, creating a
trained and prepared workforce able to access living wage jobs, having access and appropriate use of health
care, creating functional families, providing safe, affordable and healthy housing.
There was a discussion of the cost of a temporary food permit.
Lydia suggested the County adopt a workplace healthy eating policy that would recommend having healthy
food options available at county functions and in vending machines.
There was a discussion of developing a county employee wellness program and developing a student intern
program.
Cmmr. Jeffreys brought up developing tax incentives for multi -family housing. There is a law that allows
this in larger populated counties and she would like the legislature to allow smaller counties to offer an
incentive.
Vicki Kirkpatrick reported the deadline is November 12 for the Request for Proposals for use of the mental
health sales tax.

7. Other Business
Cmmr. Neatherlin brought up the possibility of contracting with the hospital district for a mental health
professional that would be available for jail evaluations and using mental health dollars for this service.
Ms. Kirkpatrick referred to Pierce County who is using a forensic mental health evaluator for jail inmates.
