County Commissioner; Scott Hilburn, Hospital District # 1; Peggy VanBuskirk, Hospital District #2; Frank Phillips, Fire Commissioner; Mike Olsen, City of Shelton Commissioner, was absent. 1. The Chairperson called the meeting to order at 3:32 p.m. 2. Correspondence — None 3. Hilburn/VanBuskirk moved and seconded to adopt the agenda as published. Motion carried unanimously. 4. Neatherlin/Hilburn moved and seconded to adopt the regular meeting minutes of August 27, 2013 as presented. Motion carried unanimously. 5. Mr. Hillburn introduced Terry Megiveron from Mason General Hospital, who announced that two additional clinics have partnered with Hospital District 1. 6. Mental Health & Substance Abuse Proposals - Cmmr. Jeffreys explained that the proposals represent over a year of work with the Mental Health Advisory Committee. They are being reviewed by the Board of Health before going to the County Commissioners for final approval. Vicki Kirkpatrick provided an overview of the establishment of the Mental Health Tax and the advisory committee's work. She discussed the effects of substance abuse and mental illness on the community and the need for successful treatment. She noted that therapeutic courts are a mandate of the law that authorizes the Mental Health Tax and Mason County's therapeutic court is now up and running. Cmmr. Sheldon joined the meeting at 3 : 5 6 p.m. Kim Klint, Mason Matters, explained how health care reform, veteran's services and the criminal justice system fit into the model for providing mental health services with the mental health tax. Cmmr. Jeffreys noted that there are very limited funds so they are starting with three service groups. Ms. Kirkpatrick explained that the first three groups will be veterans, incarcerated persons and at- risk/vulnerable persons. Local dollars will be used to enhance services that are currently available instead of duplicating services. There will be case managers that are very familiar with the services that are available to these populations. This will also show where the gaps in services are. The Mental Health Committee members discussed the unique needs and issues of each of the three service groups. Ms. Kirkpatrick went over the year one tax collections. A total of $527,320 was collected, of which, $363,104 will be available for these services. The committee will need to determine the appropriate dollar amounts for each RFP. The Board and committee members discussed the Requests for Proposals. The RFPs will be on a future County Commission meeting for final approval. 7.
