County Commissioner; Scott Hilburn, Hospital District #1; Peggy VanBuskirk, Hospital District #2; Frank Phillips, Fire Commissioner; Mike Olsen, City of Shelton Commissioner. 1. The Chairperson called the meeting to order at 3:36 p.m. 2. VanBuskirk/Olsen moved and seconded to adopt the agenda as published. Motion carried unanimously. 3. Correspondence — None 4. VanBuskirk/Hilburn moved and seconded to adopt the regular meeting minutes of July 23, 2013 as presented. Motion carried unanimously. 5. Tobacco Prevention and Control in Mason County — Staff provided a report regarding tobacco use and prevention in Mason County. After the loss of funding for tobacco prevention programs the use of tobacco has gone up. The report includes a proposed tobacco prevention plan and the associated costs. The Board discussed the report and considered different ways to address the issue. They decided to wait until the Affordable Health Care Act was implemented to see what resources might be available and to look into grants in the interim. 6. Draft Health Officer Contract Review — Cmmr. Jeffreys explained that Dr. Yu's contract would end on December 2nd. The Board was unanimous that they wanted to keep Dr. Yu as the Health Officer for Mason County. Ms. Kirkpatick noted that the contract has been approved by the Board of Health in the past, per statute. It has been reviewed by the Prosecutor's Office, Human Resources and Risk Management. Cmmr. Jeffreys thought that the contract should go before the Board of Commissioners because it has financial implications to the County. Dr. Yu noted that she would have expanded availability because she will no longer be contracting with Thurston County. She intends to be more involved in the community as well. There was discussion regarding Health Officer's involvement with the City since they do not contribute funding to the contract. Neatherlin/VanBuskirk moved and seconded to recommend entering into a contract with Dr. Yu for Health Officer services, and to forward the contract to the County Commissioners for approval. Motion carried unanimously. 7. Board Member Comment - Crnrnr. Jeffreys suggested discussing the implementation of the mental health tax at the next meeting. Cmmr. Olsen asked questions about the environmental health waiver process. 8. Public Comment — None. 9.
