Mason County Civil Service Commission Meeting Minutes September 16, 2021 The regular meeting was called to order at 5:00 p.m. virtually by Chairperson Ickes. Attendance: Susan Ickes, Chair; William Kendrick, Vice-Chair; and Mark Nault, Commissioner Others: Tami Beyer, Sheryl Hilt, Shane Schoeneberg, Alex Kirchmann, and Becky Rogers. Business: 1. Hearing - Consideration of Kirchmann appeal of removal of name from Entry Level Corrections Deputy Eligibility List Lt. Schoeneberg stated there is an extensive history of stealing with Kirchmann. With the scrutiny that law enforcement is currently under, the Sheriff's office is asking the Civil Service to uphold the removal of the name. Cmmrs. Kendrick/Nault moved and seconded to uphold the decision for removal of the name of Alex Kirchmann's from the Entry Level Corrections Deputy Eligibility List. Motion carried unanimously. 2. Approval of Minutes: August 19, 2021 regular meeting. Cmmrs. Nault/Kendrick moved and seconded to approve the August 19, 2021 regular meeting minutes. Motion carried unanimously. 3. Chief Examiner Update 3.1. Position Tracking - 9 vacant funded positions: Corrections Deputy-6; Evidence Technician-1; Patrol-1; and Records Specialist-1. 3.2. Evidence Technician Eligibility List Status - The Sheriff's Office has been provided an eligibility list of ten names of which five were certified. 3.3. Records Specialist Eligibility List Status - The job posting closed earlier in the month and the next step is to proceed with the written (skills) test. 3.4. Corrections Corporal Eligibility List - Promotional Announcement - The promotional announcement will close on September 28. At that time, it will be determined if there will be a ranked list or an unranked list. 4. Sheriff's Office Update 4.1. Corrections - Lt. Schoeneberg reported three candidates were interviewed today. Two of the candidates will be moved forward to the background process. Also, one female candidate has a polygraph scheduled next week. 4.2. Patrol - The implementation for dash and body cams is on schedule for the end of the year. Mason County Civil Service Commission Meeting Minutes September 16,2021 Page 2 4.3. Support Staff - Preliminary 2022 Budget - Sheryl Hilt stated the Sheriff's Office is scheduled to meet with the county commissioners on October 5 to review the Sheriff's Office preliminary 2022 budget. They have requested replacement positions from the budget cuts in 2017. Security Measures - Chief Beyer stated that security measures have been implemented for the main administrative office. A phone is located outside of the main administrative office to screen the public that want to reach the staff or dispatch. Annual Report - Chair Ickes commented on the Sheriff's Office 2020 annual report which is reflective of the good job that is done in all the divisions. 5. Attendance: Susan Ickes, Chair and Mark Nault, Commissioner Others: Tami Beyer, Shane Schoeneberg and Becky Rogers. Business: 1. Consider request of Joshua Power to accept his name as candidate for Corrections Corporal eligibility list. The Commission reviewed the request of Joshua Power who missed the deadline to apply for Corrections Corporal due to being out on sick leave. The Sheriff's Office expressed support to give Joshua Power the opportunity to apply for the promotional position, given the circumstances. There was discussion about employee access to email while on sick leave, if there might be other employees who may have missed the promotional announcement sent to the employees work email, concern about possible impact of a delay, and concern for precedence if approval to accept name. Civil Service Rules 5.1 requires promotional announcements to be posted at least 15 days. Cmmr. Nault/Ickes moved and seconded to approve reposting a promotional announcement for Corrections Corporal position from October 8 - 22, 2021. Motion carried unanimously. 2.
