Mason County Civil Service Commission Meeting Minutes March 18, 2021 The regular meeting was called to order at 5:00 p.m. virtually via the Zoom platform by Chairperson Ickes. Attendance: Susan Ickes, Chair; William Kendrick, Vice-Chair Absent: Mark Nault, Commissioner Others: Tami Beyer, Sheryl Hilt, Undersheriff Travis Adams, and Becky Rogers. Business: 1. Approval of Minutes: February 18, 2021 regular meeting minutes. Cmmr. Kendrick/Ickes moved and seconded to approve the February 28, 2021 minutes. Motion carried unanimously. 2. Chief Examiner Update 2.1. Position Tracking - There are six vacant funded positions--Corrections Deputy - 2; Deputy Sheriff - 2; Support Specialist II - 1; and Financial Assistant - 1 3. Sheriff's Office Update 3.1. Corrections - Chief Beyer reported that Danny Owens retired on March 15. Two of the corrections deputies are looking to interview and transfer to other agencies. 3.2. Patrol - Chief Beyer noted there is one lateral candidate in background. Three patrol are on modified duty. K9 Jano has retired. The newest K9 member is Jano's son, Deimos, a two-year old German Shepherd. 3.3. Support Staff - A recent meeting occurred between Chief Beyer and Dawn Twiddy regarding the Support Specialist positions to improve the hiring process. Sheryl Hilt stated one candidate is going through background for the Financial Assistant position. 3.4. Supreme Court Case No. 96873-0 En Banc - State v. Blake - February 25, 2021 https://www.courts.wa.gov/opinions/pdf/968730.pdf -- Undersheriff Adams gave a brief overview of this case involving the drug possession statute (RCW 69.50.4013). He stated the court looked at the statute and ruled it is unconstitutional because it did not have a mens rea attached to it. Every arrest made under the statute for violation of possession of narcotics has been invalidated. The Court ruled it is legal to possess narcotics as long there is no intent to sell the narcotic. 4.
