AMENDMENTTO MASON COUNTY FUTURE LAND USE MAP
GREEN DIAMOND REZONE
ORDINANCE Mason County Future Land Use Map (Comprehensive Plan Amendment) under
the authority of RCW 36.70A.
WHEREAS the Washington State Growth Management Act (RCW 36.70A.130) requires each
county, including Mason County, to take legislative action to review and revise its
comprehensive plan and development regulations to ensure that the plan and regulations
continue to comply with the requirements of the Act; and
WHEREAS the County needs to address certain requests for comprehensive plan and zoning
changes to meet the goals and requirements of Chapter 36.70A RCW (Growth Management
Act); and
WHEREAS Green Diamond Resource Company and David &Jody Scovill (the Parties), owners
of real property in Mason County known as parcels 62009-00-00000, 62008-11-00050 and
62008-11-00010, request a zoning swap between Inholding (IH) lands and Long Term
Commercial Forest (LTCF); and
WHEREAS the Parties request to rezone 21.6 acres of the northwest portion of parcel 62009-
00-00000 from Long Term Commercial Forest (LTCF) to In Holding (IH) and rezone parcel
62008-11-0050 and the western half of parcel 62008-11-00010 from IH to LTCF; and
WHEREAS after the rezone the Parties intend to complete a Boundary Line Adjustment and
exchange ownership of the subject parcels through civil engagement; and
WHEREAS Mason County designates a net gain of 14 acres of LTCF property; and
WHEREAS on September 21, 2020, the Mason County Planning Advisory Commission held a
public hearing to consider the amendment and passed a unanimous (6-0) motion to
recommend approval of said rezone; and
WHEREAS the Board of County Commissioners considered the requested rezone at a duly
advertised public hearing on November 3, 2020; and
WHEREAS the Board of County Commissioners took public testimony from interested parties,
considered all the written and oral arguments,testimony and comments presented; and
WHEREAS the Board of County Commissioners also considered the Staff Report and
recommendations of the Mason County Planning Advisory Commission; and
WHEREAS the Board of County Commissioners finds that the proposed amendment to the
Future Land Use Map complies with all applicable requirements of the Growth Management
Act, the Comprehensive Plan, and the Mason County Code, and that it is in the best public
interest; and
BE IT HEREBY ORDAINED, the Mason County Board of Commissioners hereby approves and
ADOPTS amendments to the Mason County Future Land Use Map rezoning 21.6 acres of the
northwest portion of parcel 62009-00-00000 from Long Term Commercial Forest (LTCF) to In
Holding (IH) and rezoning parcel 62008-11-0050 and the western half of parcel 62008-11-
00010 from IH to LTCF.
