ADOPTION OF THE REVISED SMOKING POLICIES )
TO THE COUNTY TITLE 2 ADMINISTRATION )
AND PERSONNEL CODE AND THE TITLE 9 PEACE, )
MORALS AND SAFETY CODE )
WHEREAS,it is the role and responsibility of Mason County Board of Health to adopt,on behalf of Mason
County Department of Health Services,public health regulations,and
WHEREAS,the Centers for Disease Control and Prevention reports tobacco use is the leading cause of death
in the United States and smoking causes an estimated 440,000 deaths each year(1),and
WHEREAS,the 2004 Washington State Behavioral Risk Factor Surveillance data suggests adult smoking
rates are higher in Mason County than the Washington state average(28%vs..19.5%respectively)(2),and
WHEREAS,the Surgeon General recommends regulating tobacco use is an effective strategy in decreasing
tobacco use,preventing future tobacco users and changing tobacco use as an accepted social norm(3),and
WHEREAS,the voters of the State of Washington adopted revisions to Chapter 70.160 RCW Clean Indoor
Air Act by passing Initiative 901 in all 39 counties,including Mason County by 55.9%. The revised Clean Indoor Air
Act calls for smoking restrictions inside or within 25 feet of public places and in places of employment,and
WHEREAS,the Board of Health passed a motion to adopt new smoking regulations on county property,on
January 12,2006,NOW THEREFORE
BE IT RESOLVED the Mason County Board of Health recommends to the Mason County Board of
Commissioners that Chapter 2.104 Smoking Policy and Chapter 9.44 County Parks and Fairgrounds of the Mason
County Code be amended to adopt the following policies:
1. Effective May 15,2006,smoking is prohibited in and on County owned,leased,or operated property,buildings,
and vehicles.
2. Effective January 12,2006,smoking is prohibited at all Mason County Parks and Fairgrounds property.
3. Effective January 12,2006,tobacco sales,sampling,advertising,and sponsorship is prohibited on all County
owned,leased,or operated property or during County-sponsored events.
