Having considered the evidence presented by the parties in this appeal, the Board hereby :

This decision is based on our finding that :
The hearing was held virtually via the Zoom platform on Wednesday, August 19, 2020 .
The Appellant, Phil Franklin, was present telephonically. The Assessor was represented by: Patti McLean,
Assessor and IdaMae Jensen, Assessor' s Representative .
The Appellant testified that the true value was not represented by the Assessor due to the condition of the
exterior and interior of the subject property.
The Appellant presented three comparable sales in the immediate neighborhood with a value range of
$225 ,000 to $236,000 . Photos of the interior condition of the subject home were presented by the
Appellant. However, no cost estimates were provided to support the reduction in value .
The Assessor presented four comparable sales, three of which were also used by the Appellant . As adjusted
these comparable sales ranged from $237, 830 to $258, 909 .
The Assessor testified the subject property is an average/good quality home appraised in average condition,
which reflects a 10% depreciation decrement equaling $-25 , 862 .
The depreciation of the subject property takes into consideration the aging components most probably in
need of repair or replacement.
The Board found the Appellant did not provide clear, cogent, or convincing evidence to overrule the
Assessor' s valuation for the subject property.

Therefore, the Board sets the value of the subject property at $2505635 , $ 19 , 505 for the land and $231 , 130
for the improvements.

Edward Murphy, Appellant, was present. The Assessor Patti McLean was present, in addition to IdaMae
Jensen and Vicki King.
The Appellant testified that the taxes levied against the subject property were too high .
The Board discussed with the Appellant, the fact that the Board of Equalization cannot change taxation .
The Appellant was referred to Washington State Department of Revenue for further information regarding
this program .
The Board sustains the Assessor ' s determination for removal of classification of designated forest land for
the subject property .
