HomeMy WebLinkAbout12/09/2014 as ® n Civil Service Commission Special Meeting Agenda issi® Chambers 411 N. 5" Street, Shelton, WA 98584 Tuesday, December 9, 2014 Call Meeting to Order: Roll Call: Commissioners' Brian Kelly, Chair, Danielle Skeeters Lindsey, Dawn Twiddy, Jan Shepherd, Heidi Bailey Business: Approval of Minutes: Commissioner Skeeters/Kelly moved and seconded approval of the September 18,2014 regular meeting minutes. Motion carried with all in favor. A. Chief Examiner Update a. Open positions update—Dawn Twiddy reported the current status of open positions which included 1.5 FTE for Civil Service Officer, I FTE for Clerk, and 3 FTE Female Corrections Officers. Dawn has 3 females that she will certify and send over to the Sheriff s office. b. Interim Chief Examiner Appointment—Dawn announced that she will be out for 4 to 8 weeks for surgery and recovery. She asked for a motion to appoint Heidi Bailey to Chief Examiner in her absence. Commissioner Skeeters made the motion, Chair Brian Kelly seconded —motion carried. c. Cancel December 18, 2014 regular scheduled Commissioner Meeting —motion made by Commissioner Skeeters to cancel the December 18, 2014 Commission Meeting, seconded by Chair Brian Kelly—motion carried. d. 2015 Meeting Dates—The 2015 Civil Service Commission meeting dates were handed out. No changes made. The meetings will remain on the 3rd Thursday of each month and held in the Commission Chambers. B. Sheriffs Office Update a. Employment standards—Jan Shepherd spoke of changing the employment standards form to move marijuana from an automatic disqualifier to discretionary. This is due to the new laws passed regarding the use of marijuana. There was discussion on the need for the Commission to approve such change. The thought was only if something changed in regards to a job description. If special accommodations are needed, please contact the Human Resources office, 427-9670, Ext. 422, b. Additional positions requested in 2015 budget—Jan Shepherd reported with the 2015 budget approval the Records Specialist position has been approved. The Sheriff s office has already reviewed the Job Description and it is acceptable. Dawn will review and get moving on the posting. The adoption of the 2015 Budget also includes 1 FTE Corrections Officer/Courthouse Security Position, 2 Corrections Officer Positions and I Deputy Position. These positions will be filled in different quarters throughout the year. Jan Shepherd also reported that she has the background checks done for 3 of her candidates for the Clerk position. She will hold interviews then follow-up with polygraph. For any reason one should fail the polygraph, she will ask for the next name on the list be certified. C. Other Business Dawn Twiddy reported that she wants to begin reviewing the appeal process in the Policy Manual and incorporate any changes that is recommended by Foster Pepper. Dawn Twiddy asked if body cameras were being used by our Sheriff's. This was unknown. She said the Risk Pool has asked that the body cameras and public record requests be brought up in Civil Service Meetings. Dawn will forward more information on this topic when she receives it.
