HomeMy WebLinkAbout06/16/2016 Mason County Civil Service Commission Building 1 — Commission Chambers 411 N. 5th Street, Shelton, WA 98584 June 16, 2016 5:00 p.m. Call Meeting to Order: 5:04 PM Roll Call: Commissioners Dean Byrd, Chair, Brian Kelly, Vice-Chair, Danielle Skeeters- Lindsey, Chief Examiner Dawn Twiddy, Chief Jan Shepherd, Chief Russ Osterhout, Chief Ryan Spurling, Sheriff Casey Salisbury, and Undersheriff Jim Barrett Business: A. Commissioners Kelly/Skeeters Lindsey moved and seconded to approve the regular meeting minutes of May 19,2016. Motion carried with all in favor. B. Chief Examiner Update— a. Appeal to Civil Service Commissioners to restore Christian Olsen's name to Corrections Deputy Eligibility List. Commissioners Kelly/Skeeters Lindsey moved and seconded to move the Appeal of Mr. Olsen to the end of the meeting since he was not yet present at the meeting. Motion carried with all in favor. b. There was a discussion about the open Civil Service positions. c. There was a discussion about the Sheriff's Office proposal to make changes to Civil Service Rules 6.9 and 6.10. After further discussion it was discussed and agreed that the additional preference points would be granted by percentage and not by a set number of points. Commissioners Skeeters Lindsey/Kelly moved and seconded to accept the proposed Civil Service Rules 6.9 and 6.10 with the change that the points are granted on a percentage basis and that a public hearing is set for the July 21, 2016, the next Civil Service meeting. Motion carried with all in favor. a. The Commissioners again asked if Mr. Olsen was in the room or outside. Mr. Olsen did not attend the meeting. Mason County Civil Service Proceedings June 16, 2016 Page 2 Commissioner Skeeters Lindsey stated for the record that she had a personal relationship with Mr. Olsen and therefore would be present but would not involve herself in the discussion or decision. Commissioners Byrd and Kelly did not discuss the Appeal received by Mr. Olsen since he was not present for the hearing. Commissioners Kelly/Byrd moved and seconded to deny the appeal received by Mr. Christian Olsen to restore his name to the Entry Level Corrections Deputy Eligibility List. Motion carried with BK-aye, DB-aye, DSL-no vote C. Sheriff's Office Update— a. Undersheriff Barrett requested the authority to use a level three Reserve Deputy for up to four months as needed as an extra help assignment to augment both the jail and patrol operations due to exigent circumstances. There was a discussion about staffing and how they have been working with the existing staff and the Union to ensure they are utilizing and offering current employees overtime available. The duties that this person would be doing are transports, courtroom security, and cell checks. The Undersheriff discussed a MOU with the Union that he is working on to ensure that they are all in agreement with the extra help. Commissioners Kelly/Skeeters Lindsey moved and seconded to approve a 120 day extra help assignment for a Level 3 Reserve Officer to augment both the jail and the patrol operations. Motion carried with all in favor. b. Chief Shepherd requested authority to use an outside agency to hire an extra help person with public records experience while the job is posted and the testing and background takes place. Commissioners Skeeters Lindsey/Kelly moved and seconded to approve Chief Shepherd to hire from an outside professional temporary agency a temporary extra help Records Specialist while the testing process is being done to permanently fill the position. Motion carried with all in favor. c. Undersheriff Barrett offered Chief Osterhout's assistance and expertise in updating and revising the Civil Service Rules.
