HomeMy WebLinkAbout03/15/2018 Mason County Civil Service Commission Meeting Minutes March 15, 2018 The regular meeting was called to order at 5 : oo p . m . , in the Mason County Building 1, Commission Chambers, at 411 N . 5th Street, Shelton , WA by Chairperson Byrd . Attendance : B . Dean Byrd ; Brian Kelly; and Matthew Davis Others : Chief Kevin Hanson , Chief Tami Beyer; and Becky Rogers, Chief Examiner Business : A . Approval of Minutes : January 11, 2o18 special meeting minutes and January 18, 2o18 regular meeting minutes . Commission Member Kelly/Davis moved and seconded to approve the January 11, 2018 special meeting minutes as submitted. Motion carried unanimously. Commission Member Davis/Kelly moved and seconded to approve the January 18, 2018 regular meeting. Motion carried unanimously. B . Chief Examiner Update a . Vacant Position Update —The Chief Examiner stated that there were no new hires or departures in the Sheriff's office since last month ' s ( February) report . Chief Beyer commented on the vacant position report . The last several reports for the position control has listed the vacant Records Specialist position is funded at half time . She clarified that the total # of positions that Civil Service lists in the vacant position control has nothing to do with the monies that are funded to the payroll lines by the Sheriff for 2o18 budget as required by BOCC . For example , the Records Specialist position on the payroll line is half time; the monies that were allotted to that line . The rest of the monies for that full time position were put into extra help, because they anticipated that the Records specialist position would not be filled until half year . The Records Specialist position is a full time position funded for half the year . Chief Hanson stated that the listing for the vacant corrections deputy positions is similar to the vacant records specialist position . There were three corrections deputy positions that were partially funded in 2o18, because the Sheriff anticipated it would be later in the year before the candidates would go through the background process and earn a wage . b . Records Specialist Position Status — The written test and oral boards are complete and the top three names have been certified and forwarded to the Sheriff' s office . c . Promotional Corrections Corporal & Corrections Sergeant Position Testing — The County and Sheriff met with Dave Bales, Public Safety Testing ( PST), to review the process . (The County has contracted with PST to develop and oversee the written test and assessment center for this process ) . The written test date has been moved from April 11 to April 25 Mason County Civil Service Commission Meeting Minutes March 15 , 2018 Page 2 and the Assessment Center will be held the week of May 21 . Chief Hanson commented favorably on working with Dave Bales, PST . The Sheriff' s office has been actively involved with PST during the process . d . 2o18 Regular Meeting Schedule — Per the Civil Service Rule 3 . 2 the Civil Service Commission ' s regular meeting will be the third Thursday of each month at 5 pm in the Commission Chambers . This meeting list to be posted . e . C . Sheriff' s Office Update a . Records Specialist — Chief Beyer reported that the Sheriff' s office has the eligibility list for the Records Specialist position and will go through a pre - hire interview process followed by backgrounding . This process helps to vet out issues before going to the expense of the background process . They are working towards interviews in the next several weeks . b . Corrections Officer New Hire — Chief Hanson reported they have one corrections deputy in final stages of background process . If the candidate passes the final stages, an additional two week notice would need to be given to the current employer, prior to being hired . c . Corrections Officer Departures — It is anticipated that one female corrections officer position will become vacant and one Corrections Sergeant position may become vacant . There is also a possibility of two corrections officer positions vacant before the end of the year . d . Grievance - A grievance was processed through the collective bargaining agreement ( CBA ) process . It went through Step 1 & 2 and the employee chose to go through HR for Step 3 . Step 3 can go to Human Resources ( HR ) or Civil Service Commission . HR determined the grievance was unfounded . e . Pending Investigations -- Two pending investigations are in the initial investigation phase . D . The meeting adjourned at 5 : 09 p . m .
