Meeting Minutes
February 20, 2020
The regular meeting was called to order at 5:00 p.m., in the Mason County Building 1, Commission
Chambers, at 411 N. 51h Street, Shelton, WA by Chairperson Ickes
Attendance: Susan Ickes, Chair; William Kendrick, Vice-Chair
Others: Chief Tami Beyer, Sheryl Hilt, Shane Shoeneberg, Kevin Hanson, and Becky Rogers, Chief
Examiner
Business:
1. Approval of Minutes: regular meeting minutes. Approval of Minutes: January 23, 2020 special meeting
minutes.
Commission Members Kendrick/Ickes moved and seconded to approve the special meeting minutes
dated January 23, 2019. Motion carried unanimously.
2. Chief Examiner Update
2.1. Position Tracking—5 vacant and funded FTE positions—2 Corrections Deputies, 2 Deputy Sheriff
and 1 Record Specialist.
2.2. Promotional Announcements—It was requested the Civil Service approve the promotional process
for the Corrections division. Written Test on May 21, 2020, Work Performance Rating, and
Assessment Center the week of June 1. This is similar to the promotional process approved for the
Patrol division.
At the close of the promotional announcement on March 10, 2020, the number of candidates will be
reviewed to determine if the numbers are sufficient to proceed with the top eight candidates to the
assessment center.
2.2.1. Corrections Corporal
Commission Members Kendrick/Ickes moved and seconded to approve the promotional
announcement process for Corrections Corporal position. Motion carried unanimously.
2.2.2. Corrections Sergeant
Commission Members Kendrick/Ickes moved and seconded to approve the promotional
announcement process for Corrections Sergeant position. Motion carried unanimously.
2.3. Standards of Employment—Following the January meeting and request of Jail Chief Hanson, draft
verbiage regarding steroids was received from the Sheriff's Office. The proposed changes were
shown on the Standards of Employment and circulated in the meeting packet. The intent is to give
the Jail Chief administrative discretion regarding candidates use of steroids.
Commission Members Kendrick/Ickes moved and seconded to approve the amendments to the
Standards of Employment. Motion carried unanimously.
2.4. Civil Service Rules 8.17A Revisions—The Mason County Sheriff's Office requested a revision to
the rules relating to the probationary period for the patrol division. It is recommended the one-year
probation period start on the date the appointee (deputy) goes to the academy.

Chair Ickes questioned what is the length of the academy training.
There was discussion that the probation period is one year for the appointee. A new appointee
(deputy) cannot be evaluated until they get into the academy and it could be up to several months
before a seat becomes available for them to attend the academy. The academy can last six months.
There was discussion regarding the probation process for both the Patrol and Corrections division.
The verbiage needs to be specific for"fully commissioned" appointees. This will need to go through
the union.
Commission Members Kendrick/Ickes moved and seconded to set a public hearing on March 19 at
S:IS pm to consider revisions to Civil Service 8.17A. Motion carried unanimously.
2.5. Position Description—Financial Assistant—Proposed changes were submitted for approval as
presented by the Sheriff's Office and reviewed by Human Resources.
Commission Members Kendrickllckes moved and seconded to approve the revised position
description for the Financial Assistance position. Motion carried unanimously.
2.6 Public Safety Testing will hold a pre-employment testing event in Shelton on March 1, 2020. Mason
County will offer the Agency Add-On Authorization for the Corrections Deputy position to increase
participation. There was discussion regarding advertising for the vacant corrections deputy
positions.
3. Sheriff's Office Update
3.1. Records Specialist—Chief Beyer reported on the status of filling the vacant Records Specialist
position.
3.2. Chief Hanson gave a summary of the jail staff that are not able to work, are on light duty or will be
retiring. The total number of funded FTE corrections deputy positions is 27.
