Over several months waiting for the specialized system controller to be built, unknown to Park Staff, the water to the Sandhill Sports Complex was turned off by North Mason School District. The septic controller has been replaced and the restroom and concession building are now in need the potable water turned back on by North Mason School District. Upon Mason County's request to the school district it was discovered that there was a question about the validity Sandhill Sports Complex being connected to the Sandhill Elementary School water system. It was discovered that back in July of 2007 the Parks &Trails Department Manger drafted a letter of understanding between North Mason School District and Mason County Parks &Trails Department to connect water service from Sandhill Elementary School to Sandhill Sports Complex. North Mason School District was graciously allowed the connection and water service was connected and furnished since then. Upon further investigation at both the County and North Mason School District the signed July 24, 2007 letter of understanding has not been found. At this time I am requesting that a formal Memorandum of Understanding (MOU) be drafted and presented to North Mason School District to solidify the water service agreement with conditions both the County and North Mason School District agree upon. Briefing Summary 6/26/2018 Attachment B BUDGET IMPACTS: Since the connection to the water system is already in place, and the annual inspection of the water system being used by Mason County will be done by the Parks &Trails staff there would be no budget impact. RECOMMENDED OR REQUESTED ACTION: Recommend that Mason County meet with North Mason School District and discuss the draft MOU, get approval of the terms and signatures from both North Mason County School District and Mason County BOCC. PURPOSE North Mason School District has graciously allowing Mason County Parks & Trails Department to connect to the water system at Sandhill Elementary School for water service for the Sandhill Sports Complex restrooms and concession building. This Memorandum of Understanding (MOU) is intended to show the continued cooperation and support between North Mason School District and Mason County Parks &Trails Department for the Sandhill Sports Complex. B. MUTUAL AGREEMENT 1. COORDINATION All parties agree that North Mason School District and Mason County Parks and Trails Department agree to the following conditions: • The North Mason School District would allow Mason County Parks &Trails Department to remain connected to the Sandhill Elementary School Water System to provide water for the restrooms- concession building. • Mason County Parks & Trails Department has paid for the cost to connect the Sandhill Sports Complex Water System. • Mason County Parks &Trails Department will be responsible for the ongoing maintenance of the portion of the water system connecting to Sandhill Sports Complex. • Mason County Parks & Trails Department will pay for the cost of annual inspection of the portion of the water system being used by Mason County Parks &Trails Department for the Sandhill Sports Complex restroom—concession building. • North Mason School District will be allowed to use Sandhill Sports Complex for special events and physical education classes at no charge. All use must first be approved by Mason County Parks &Trails Department administration office to avoid scheduling conflicts. C. AGREEMENT MODIFICATION PROCESS Modifications to this agreement may be presented at anytime and shall be mutually agreed upon in writing after joint discussions involving both parties. This Agreement shall become effective when executed by both parties and shall remain in effect for a period of five (5) years, and shall automatically be renewed for successive five (5) years periods unless terminated by either party upon sixty(60) days prior written notice. BUDGET IMPACTS: RECOMMENDED OR REQUESTED ACTION: Recommend the Board approve the 2019 draft budget guidelines be emailed to departments on July 91h, 2018. Preliminary budgets are due to the Auditor in the Munis Financial System by close of business on Monday,August 13th, 2018. Mason County revenue growth for 2019 is projected to be less than 2018. Currently, Current Expense revenues are forecasted to decrease by 1.5%in 2019. The County will strive to build reserve balances with all unexpended and one time revenues, in accordance with Resolution No. 58-17. Faced with reduced revenues and dwindling reserves,the Commissioners will not entertain increases in the 2019 Current Expense budgets. Department Heads and Elected Officials are asked to present a 2019 budget at 2018 adopted budget levels, and a 2020"shadow budget"at 2019 levels. Please implement the following guidelines when developing both 2019 and 2020 Preliminary Budgets: REVENUE LEVELS The following are exceptions or clarifications to declining revenues: ■ Current Expense Property Tax levy will include a 1% increase. ■ Roads Property Tax levy will include a 1%increase. ■ Budget with existing fees and service charge schedules; review for proposed fee increases if possible. ■ Grants should be budgeted conservatively with projected amounts to be received within the proper budget year. ■ Interest rates on investments will be .50%. ■Transfers in—Please fill out the attached transfer form and send to the transferring department for signature.The transfer form should be signed by both departments with an authorized signature and returned to the budget office for processing during the budget year. ■ Reimbursable interdepartmental revenue budgeted in one fund should be budgeted as an expense in another fund via the attached form. EXPENDITURE LEVELS The following are exceptions or clarifications to flat expenditures: ■ Wages for union represented employees with signed union contracts should reflect signed union contracts including general wage, step and COLA increases. The COLA increase will be emailed to departments the week of July 23rd ■ Wages for non-represented employees shall reflect step increases only.There will be no additional increases to non-represented salaries.The BOCC may increase non-represented wages at a later date. ■ Wages for Elected Officials shall reflect the increase stated in Resolution#95-16, except for Prosecuting Attorney wages in Resolution#61-08, and BOCC wages in Resolution#73-12. ■ 2019 ER&R vehicle rates are attached (use budget expense accounts ending in 545951). ■Traffic Policing Diversion at$2,160,000—Funding from Roads Property Tax Levy. ■ Budget any debt service per the attached Treasurer's Debt Service schedule. ■Transfers out— a transfer form (attached) should be received from the department receiving the transfer.The transfer form should be signed by both departments with an authorized signature and returned to the budget office for processing during the budget year. ■ Reimbursable interdepartmental expenses budgeted in one fund should be budgeted as revenue in another fund and approved by the other department via the attached form. ■ Human Resources will supply the Benefits Rate Sheet and Medical Allocation (use budget expense accounts ending in 520040 for medical) for 2019 and 2020. Medical budgets should reflect maximum amounts paid by the County times the number of FTE's. ■2019 and 2020 Reserve for Technology rate will be$285 per FTE—Per the attached benefit rate sheet(use budget expense accounts ending in 541501). ■ 2019 and 2020 Unemployment rate will be$200 per FTE. (Elected Officials do not receive an unemployment rate charge.)—Per the attached benefit rate sheet (use budget expense accounts ending in 546096). ■ 2019 internal allocation amounts are attached (use budget expense accounts ending in 541019). ■ 2019 Information Technology charges are attached (use budget expense accounts ending in 545952). ■ 2019 State Auditor Charges—see attached allocations. ■ Building remodel requests—Please fill out the attached form and return to Facilities by July 23`d so that Facilities may budget accordingly. ■ Departments will calculate salaries and benefits for all budgeted positions.The amounts will be confirmed by the County Budget Manager. ■ No new positions will be funded in 2019 and 2020 maintenance level changes. New position requests should be made in policy level requests. ■ Expenditure authority shall be adopted as two bottom lines for all Elected Officials and County Department budgets, including Special Funds, in accordance with Resolution No. 26-17:one bottom line for the total salaries and benefits and one bottom line for operational expenses. Ending Fund Balance is not an appropriation. BUDGET NARRATIVE A Budget Narrative should include the following information: ■ 2017, 2018, 2019, and 2020 FTE Count and Organizational Chart. ■ FTE Position Allocations and funding sources, if any. ■ Proposed Fee Increases ■ Measurable Indicators ■ Maintenance Level Changes(Budget Level 1 in Munis—Instructions attached and training to follow July 111h and 12th) ■ Project Level Changes (Budget Level 2 in Munis—Instructions and training to follow) MUNIS BUDGET Prepare your internal budget analysis via any mechanism you prefer in preparation of Munis entry.The Auditor will send processing instructions that will be used to submit your Budget within Munis. The 2019 Munis budget entry will include the following: ■ Budget 1-Maintenance Level Changes(MLC)—This is your 2018 adopted budget plus non-discretionary changes, i.e. CBA's in effect, L&I, DRS, and medical changes. Budget 1 has been entered by the Budget Office. No departments will make changes in Budget Level 1. ■ Budget 2—Policy Level Changes (PLC)—This is any increase or decrease to the Budget 1—Maintenance Level requests.This is where departments enter into Munis any requested changes to Budget 1. The attached project form should be filled out for EACH new"project" requested in the 2019 budget.A project request may include multiple BARS lines, and both revenue and expenses to show how the "project" number was derived.The following are considered projects: 1. New staffing request(s) 2. Capital &Vehicle Purchases 3. Operational requests by project 4. All other items over the Maintenance Level Changes ■ Budget 3—Preliminary Budget Request—The Auditor's Office will roll Budgets 1 and 2 together on August 14th to create Budget 3,which will become the preliminary budget request. The 2020 Munis budget entry will include the following: ■ Budget 2—Enter any changes to the 2019 budget for the 2020 budget. Simply put, a CEDS is a strategy-driven plan for regional economic development. The principal purpose of the CEDS is to facilitate the retention and creation of living-wage jobs and to foster a stable and diversified regional economy, all for the intended outcome of maintaining and, ultimately, improving the quality of life within our region. It is designed to build capacity, guide the economic prosperity, and bring together the public and private sectors in the creation of an "economic roadmap" to diversify and strengthen the economy. I have attached the adopted 2017 CEDS Project List and the new project submission form. Please review the current list and, as there is a NEW PROJECT SUBMISSION FORM, indicate which projects are complete or terminated and submit the new form for ALL projects that need to be updated. Additionally, use the attached form to submit any new project/program/initiative. Submit one form per project. Current list updates and new project submissions are due no later than July 3, 2018. The Historic Veterans Memorial Hall is a landmark in the Shelton Community. The building itself was erected in in early 1920's for World War 1 veterans. The building is currently being used for veteran club meeting and sponsored events. The building currently has a need for the hard wood floors to be refinished (striping and sanding) for the two office rooms to be restored to their historical standards. The two office rooms also need to be repainted. With the assistance of the Heritage Grant funds along with any additional funding provided by Mason County Facilities, we will be able to restore the floors and offices to their historical charm. In order to complete this restoration project outside recourses may be needed such as rented equipment to strip and sand the floor. There will be a cost for the materials to stain and varnish the floors. Paint will need to be purchased to rejuvenate the two offices walls to bring them back to the historic charm it once had. To complete this portion of the historic remodel it will cost approximately$5,000 and any over runs on budget will come from Mason County Facilities budget. The budget will include $800 for equipment rental, $600 for materials(stain, varnish and paint) and approximately$3,600 for Mason County Facilities staff labor costs. BUDGET IMPACTS: Minimum price must include the principal amount of unpaid taxes which amount to about $3,200 for both parcels. RECOMMENDED OR REQUESTED ACTION: Authority for the Property Manager to negotiate the sale of the parcels. If the negotiation is successful, there will then be an action item for the Commissioners to issue an order to the Treasurer to issue a County Treasurer Deed for the parcels to be transferred to the new owners. Initiate further improvements to submittal process to prepare for workflow needs and process changes. Background: In general,when a large project is submitted, most commonly in commercial development, a proposal by an applicant or agent will schedule a Pre-Application meeting to identify submittal requirements from Planning, Building, Public Health, Fire Marshal and Public Works. At this meeting, codes and regulations are discussed along with projected or additional submittal requirements acknowledged. Specifically, when considering large projects there are many aspects that are complicated and become known later in the process. It is not uncommon that after the Pre-Application meeting an applicant and their design professional team will adjust and/or add updates to their original proposal to meet regulatory requirements. Assessment: Large projects are very time consuming. In many cases large projects such as commercial development, have deferred submittals, environmental permits, development permits, variances, special inspections and additional analysis requirements. The appointment process can help with staff assignments, improve communication, and workflow controls. Additionally,this should help give staff the ability to better assist our clients and reduce frustration in the process. Appointment goals will include reducing follow up for requests for missing or omitted requirements and build better repour with clientele. Currently,there is already a process that can be implemented easily to allow for large submission appointments. Ideally,to save time and money in a post SmartGov process, department workflow will require an appointment-based step for counter submittals. To initiate this process, appointments would be with a set schedule of available times. DCD- Clerical would be the staff assigned to make the appointments. Seasoned staff and permit specialist would be the primary intake for these appointments. Upon review of an upcoming schedule, it may require other staffing professionals to insure adequate representation, or safeguard pertinent information received from the start. Scheduling intake gives staff an opportunity to pre-review substantial documents for clarity in a more customer friendly manner. Ideally,the departments goal is to initiate up to 4 appointments per week to help alleviate bottle necked intakes at the front counter. As well as, not interfere with current peak intakes and counter inquiries. As this process improves and SmartGov is implemented latter this year, this will allow us to streamline the rollout process for submissions. Recommendation: Keep board of commissioners informed of these process changes and gather support from all departments involved. Recommend,that initial appointment process begin as soon as possible with board approval. This would allow current staff the opportunity to ensure these submittals are complete and communication among all parties is clear,while addressing consistency for intake protocol and develop improvement processes or policies. Most of the recycling materials from the West Coast have been sold to China for many years. The new policies have reduced the amount of recycling materials sold to China and resulted in commodity prices dropping to a negative value. Material recovery facilities have scrambled to find new markets to accept the recycle materials and have instituted new machinery and procedures to clean recycle materials to a low contamination percentage. There is continuing market uncertainty even for materials not covered by the ban.China is now conducting strict inspections of recyclables at U.S. facilities.Even materials that meet the new 0.5% contaminant threshold will still be rejected if any banned material is found.For example,an entire allotment of 10 or more shipping containers will be disallowed if a single bottle with dried juice inside is found during an inspection of materials that otherwise meet the 0.5%threshold. Recycling programs are being re-evaluated across the United States. In Washington State,Counties and Cities are seeing substantial impacts to their recycling programs. The increased costs and related problems are resulting in closures of facilities,elimination of collecting certain recyclables,and landfilling of contaminated recyclables. Mason County,the City of Shelton,and Mason County Garbage are committed to providing recycling opportunities to our customers through City of Shelton and Mason County curbside services,commercial recycling services,and the Mason County Blue boxes located at each transfer station. Rik's replacement should be on board by October 31t, at which time he/she would be the industry representative for Mason County Garbage. Currently the SWAC is down to 4 voting members out of a possible 12. Having Rik stay on for a while longer would definitely help with the continuity of the Committee.
