A BRE focus makes local businesses more competitive by evaluating and addressing some of their key needs and concerns. By addressing common business concerns, the community ensures a healthier future for itself. Businesses that stay competitive are more likely to remain in the community and possibly expand. Short-Term Objectives: to demonstrate support for local businesses and to help solve immediate business concerns Long-Term Objectives: to increase local businesses' ability to compete in the global economy; to establish and implement a strategic plan for economic development; and to build community capacity to sustain growth and development. Activities: Build a phased structured business retention and expansion program: • Develop a business visitation program to build relationships with existing businesses and industries to determine present and future needs. • Follow up and maintain ongoing contact with existing businesses and industries. • Facilitate coordination efforts with the City, County, and State to assist with expansion opportunities. • Develop resource material to distribute to area businesses. 1. EDC Staff have outlined a business visitation plan for all county businesses. The visitation draft plan has been presented to the BOCC. 2. Conducted 19 business visits and 4 of those businesses required some form of technical assistance and follow-up. 3. EDC Staff have followed up with several of the businesses who are reporting that their sales have increased due to the 'Business Spotlight'we posted on Social Media. Completed the countywide targeted industry study. Continue to develop and expand needed resources to support Mason County Businesses: o Economic Gardening: training and pilot program with five businesses. • Using the Business Resource Feasibility Study that was commissioned by the EDC and PUD3 in 2016, continue to identify strategies to bring resources to Mason County. • Continue to explore available grant funding as well as partnerships that could help carry out this objective. Partner with education institutions to identify and encourage workforce training opportunities. o Query businesses regarding workforce issues and identify the gaps and take those issues back to PacMtn and Olympic College to explore solutions. o Participate in regional conversations and programs that bring training programs for businesses in Mason County. 1. The EDC is assisting Olympic College in getting signage on Hwy 101. 2. Attended the Pacific Mountain Workforce Development Council's budget workshop along with the regular Board meetings. —No Update Facilitate, where applicable, financial incentives/programs to assist with expansion efforts. GOAL 2: ATTRACT NEW BUSINESS AND INDUSTRY Businesses looking to locate or expand need accurate, up-to-date, and credible information and communities need rock-solid marketing techniques to reach the needs of the business community. Objectives: inventory the community and translate the findings; identify the competitive advantages of our community; and identify companies/industries that match the community's assets and development goals Activities: Develop a business recruitment plan that identifies continued funding. 1. We have a draft copy of a business development plan that identifies target industries as well as properties. The Port of Shelton Highway frontage is targeted for a hotel, restaurant and miscellaneous retail. The old fairgrounds property has been identified for a business aviation park and the John's Prairie property has been identified for other industrial as well as rail dependent businesses. —No Update Work with public and private sectors to encourage the development of sites and buildings needed to accommodate new investment and employment opportunities. • Identify locations for new industrial/commercial properties o Identify infrastructure requirements for new industrial/commercial properties • Prioritize infrastructure projects based on which development areas and sites are most suitable for expanding businesses and prospective businesses. • Continue to build a comprehensive listings page, specifically for site selectors on ChooseMason.com by identifying industrial/commercial properties that are currently available 1. Presented to the North Mason Voice about Zoom Prospector and property maps. 2. Updated the information and look of ChooseMason.com. Monitor the local and regional business mix to identify gaps and/or opportunities. • Conduct a Target Industry Analysis and focus attraction efforts accordingly. • Investigate the feasibility of an Aviation Industrial Park at the Port of Shelton • Continue to develop and market areas for hotels in all areas of the County. • Increase retail investment opportunities within Mason County. This will include the ReCON Trade Show. • Jennifer,James Thomas and Lynn attended RECON in May. RECON is the largest retail trade show in the US with 35,000 attendees. We met with three recruitment consulting firms, multiple hotels and retailers. We presented properties in Mason County, but primarily Port of Shelton property. • Williams and Foster architects developed site development plans for the Port of Shelton frontage near Tractor Supply Store. Work with the City, County, and State to review and determine remedies for potential barriers to development: oil &gas issues, infrastructure needs, permitting and land use ordinances, and mobility issues. • Host the Department of Commerce Recruitment team to visit Mason County. Educate them on what we have to offer. • Respond to all RFPs that would fit well in Mason County. Maximize the economic benefits from Olympic College: • Support infrastructure development within these areas. • Encourage the development of businesses that promote and support these assets. Be the central point of contact for businesses that are looking for a brick and mortar location to create industrial/commercial land opportunities. o Continue utilizing a marketing plan to promote a positive and pro-business image of Mason County. 1. Update website on regular and on-going basis. 2. Advertise in business publications and journals of targeted industries/markets. 3. Develop professional collateral materials for targeted market campaigns. GOAL 3: COORDINATE ECONOMIC DEVELOPMENT EFFORTS IN MASON COUNTY, THE REGION, AND THE STATE Objective: Continue to explore ways to bring needed business resources to Mason County businesses. Activities: Maintain and promote coordination/liaison with EDC partners. Encourage and assist, where possible, the development of additional tourism opportunities in downtown, as well as other appropriate locations in Mason County. Support efforts to develop local entrepreneurs and small businesses: • Partner with Shelton High School to hold the 4th annual Business Plan Competition • Participate in Olympic College's Entrepreneurship Camp • Partner to provide assistance and business training to entrepreneurs and microenterprises • Follow-up and coordinate efforts with SBDC and Service Corps of Retired Executives (SCORE). 1. The EDC is assisting Shelton School District with the Business Competition Plan at Shelton High School. This competition helps foster teen interest in entrepreneurship as a pathway to economic and social empowerment. —Postponed until May 2. Funding has been secured for the next four years to provide four students scholarships for the SHS Business Plan Competition. 3. Continue to grow the microenterprise program. 22 people have now gone through the full business planning program. —Funding for the Microenterprise program had stopped further promotion and information sessions. Partner with utility and other service providers to ensure high quality, sustainable service provision. Create, develop, and transform the organization's policies relating to general or specific legislative issues and priorities. Form a Legislative Committee. Action items to be developed based on the direction given by the committee and approved by the board and may include: Present priorities within legislative send off and wrap up events and to conduct visits to the legislators. Actively participate with West Sound Alliance and other advocacy groups within the organization's purview. Work with the Local Infrastructure Prioritization Team to update and prioritize the CEDS list to distributions to legislators. 1. The 2017 CEDS was adopted by the BOCC last month. 2. BOARD OF MASON COUNTY COMMISSIONERS' PROCEEDINGS January 16, 2018 - PAGE 2 8.6 Approval to authorize the Chair to sign the Sub-recipient agreement with Community Action Council of Lewis, Mason, and Thurston Counties for service provisions under a Public Services of Washington State Community Development Block Grant (CDBG). 8.7 Approval of the updated fee schedule for Mason County Baseball field use. 8.8 Approval of contract CLH18253 between Mason County and the State of Washington Department of Health. This contract supersedes contract C17118. 8.9 Approval to cancel a public hearing on January 23, 2018 at 6:30 p.m. to consider the Parks &Trails Comprehensive Plan. The public workshop scheduled on Wednesday, January 17th at 6:00 p.m. to review the proposed plan will still take place. Cmmr. Drexler/Shutty moved and seconded to approve action items 8.1 through 8.9 with the removal of item 8.7 for discussion. Motion carried unanimously. N-aye; S-aye; D-aye. 8.7 Frank Pinter discussed the rate increase noting that a rate review was done in 2017. The Parks fee policy allows for an annual increase which has not been done since 2009. Frank noted that the prices are based on the Consumer Price Index. He read through the proposed changes. Cmmr. Drexler questioned the need for deposits. Frank explained that in the past people have canceled late causing the County to lose revenue many times over. Carissa Smith with Mason County Youth Baseball voiced concern over the required deposit and noted how requiring their funds up front will be a burden to the families. She said that the Regional Athletic Complex (RAC) in Lacey has a flat fee and discussed how their fee schedule may work better than the proposed changes. Carissa and the Board had a lengthy discussion on possible options. Cmmr. Drexler questioned if a clause could be added to assist in this increase for the first year to prevent hardships. Frank agreed that some provisions could be done this first year. Cmmr. Shutty suggested tabling this item as suggested by Cmmr. Neatherlin to hold more discussion. To prevent further issues with reserving the field, the Board asked to discuss the deposit in more detail before implementation. Cmmr.
