Plan sheet 1 shows the original creek alignment, and the proposed alignment. The project involves removing approximately 2- feet of gravel from the streambed over a length of approximately 170-feet. The yard area surrounding the stream will also be cleaned of the mud and debris washed down by the December 3`d storm. The total yardage will be less than 200 cubic yards. Property is used primarily as a summer residence. Much of the property has been buried with debris deposited by the December 3rd, 2007 storm. Emergency work has essentially returned the stream to its original alignment and involved clearing mud and silt from around the main residence. Emergeny work was performed in December of 2007. A small excavator will be used to clear sand and gravel from the stream corridor. Excavated material will be used to backfill a scour hole located on the landward side of an existing rockery bulkhead. Approximately 25 lineal feet of the 4-foot high bulkhead will be repair with mortar and stones. PREPARATION OF DRAWINGS: See sample drawings and guidance for completing the drawings. ONE SET OF ORIGINAL OR GOOD QUALITY REPRODUCIBLE DRAWINGS MUST BE ATTACHED. NOTE: Applicants are encouraged to submit photographs of the project site,but these DO NOT substitute for drawings. The work will keep the stream in its original course through the landscaped yard and footbridges. When the stream overflowed its banks, it buried the streambed and wandered randomly over the property and against the house. Your proposal will require a Shoreline Exemption (JARPA application already submitted), Mason Environmental Permit (in stream work), SEPA Checklist, and a Habitat Management Plan (in stream work). Most references that follow are found in the Mason County Resource Ordinance (MCRO) 17.01.110 Fish & Wildlife Habitat Conservation Areas and 17.01.170 Emergency Actions. An Emergency Mason Environmental Permit (MEP) can be issued under the Emergency Actions section, however this section does not preclude the applicants from going through the permitting process that would be required if an emergency did not exist. I would issue the permit for the emergency repairs and then follow-up with the required reports/evaluations. Removal of any material within a Fish & Wildlife Habitat Conservation Area or its buffer (MCRO 17.01.110 (G)(1)(a)) requires Mason Environmental Permit (MEP). A Habitat Management Plan (HMP) shall be submitted to support the MEP request. Requirements of the HMP are outlined in section F. I have enclosed copies of the appropriate regulations/ordinances. All in stream work will require SEPA review.
